Glimpses of the Russian Censorship. Some interesting glimpses of the working of the Russian censorship, which was maintained even against French journalists during President Faure’s visit, are given in a letter from the special correspondent of the London News in St. Petersburg:

For Stamp Collectors.

Afghanistan stamps are ‘‘canceled’’ by having a piece torn out of each stamp. Incidentally a piece of the en- velope or letter is torn out at the same time. From a collector’s point of view this isa barbarous proceeding, and we hope that the new idea of canceling stamps by branding them with a red- hot platinium wire will not be adopted. Yet this has been suggested in some of the German papers. If it is ever adopt- ed, we shall have to collect unused stamps only.

A German philatelist classifies col- lectors asfollows: 1. Beginners. 2. Av- erage collectors. 8. Serious collectors (whose albums represent a value of $10,000). 4. Important collectors (col- lections worth $25,000). 5. Prominent collectors ($50,000). 6. Great collectors (who have spent over $100,000 on their collections).

The report that the government pur- posed to change the color of the 2 cent stamp from red to green as @ measure of economy brought out a fiood of pro- tests. Any intention to use green in- stead of red could be carried out fora few munths only, as all the governments represented at the postal congress will aim to bring about uniformity in coior in stamps of different countries of prac- tically the same denomination. Red is the color adopted for stamps of 2 cents (10 centimes, etc.).—Harper’s Round Table.
