MR. POWELL’S VIEWS.

At a banquet given in his honor, a few daysago, Mr. Powell, of West- morland, delivered a speech that is worthy ‘of note. Mr. Powell Saye that of late the influence of elec- toral corruption has extended so that now] the personal popularity of the condidate, the political infiu- ence of men of social, intellectual and financial position, are of slight Importance. The main instruments of warfare today are a gang of boodlers and anelection fund.”’

Speaking of the late campaign anc the prospect for the future. Mr. Powell declared that “ there never burst from the cave of Aeolus in its wild race of havoc a fiercer cyclone than the boodle storm which struck the Conservative party on the 7th November. The oldest inhabitant never saw anyv- thing like it in all his experience. —

The evidences are unquestionable that from the Atlantic to the Paci- fic the Liberals had money in ap- parently inexhaustible quantities. In St. John they spent tens of thousands of dollars, in Westmorland nearly $30,- COO, in Brandon over $100,000. What reason is there inthe nature ot things that history will not re- peat itself andthe conservative party be deluged svith corruption in the next great battle between the parties. The great bulk of grit funds in the last election came from the contractors, the railway contrac- tors and the recipients of govern- ment favors. Railway and other subsidies will be granted, contracts for the construction of great public works will be made, timber and mining licenses will be issued _ be- tween nowand next election. pro- bably toa greater extent than in the past, and will not the govern- ment party be provided with even a larger election fund in the next contest?

Mr. Powell does not claim ideal merits tor his party, and recognizes that a candidate in whose behalf a bottle of liquor or a half dozen meals or free transportation has been expended could not prosecute an inauirv into an expenditnre of a million dollar campaign fund on the other side. Mr Powel] therefore insists that it is practical politics as well as patriotism for the liber2]- conservative party toadopt for itself and demand forthe country a policy of pure elections. He says:

It is necessary that the party everywhere adopt purity as a_ plat- form, otherwise the hands of the parcy in one constituency may be stayed to protect its political friends in another. Election politi- cal sawofis are the great curse to the cause of election purification. [ concede that in purifying politics we would not have lerge acquisitions to our party ranks attracted by the glamor of our plan of campaign. The voter who takes money for a vote is either a man who cares little for purity generally or whose con- science has never become developed, or if developed has become atro- phied as to the morality of his act. while even a voter who scorns mone} is not generally very appreciative of the virtue of his opponents.

The practical politician will tel you that the people who take mone) are many. This is unfortunatel: true.
