The man who fights newspapers is_ the man who opposes intelligence and educa- tion; for the press is the deadly foe of ignor- ance, prejudice and retrogression. The newspaper means progress; and, at every revolution of the press, it pulls a bunch of

moss from the back of man and a scale from his eyes. When the work of the newspaper is done, there will be no ignor- ance in high places, and no blind leaders of the blind, for there will be no blind to lead.

Commenting upon the patriotisin of Mr. L. H. Davies, as exhibited in his ** bill of costs,’ for his services to the coun-

try, the Empire says:

**It makes all the difference in the world whether a (rit is in office or out of it. When he administers the public funds, as in Ontario, Quebec and Nova Scotia, he sings a different song than the one on the Opposition benches at Ottawa.”

This remark is terse; and it is true.

~Boston Transcript : The United States pays $900,000 a year for its weather ser- vice, Great Britain $80,000, Germany $56,000, Russia 865,000, Austria $10,000, Switzerland $6,000, France $60,000. And, though no European nation attempts to do as much as we do or takes general observa- tions more than once a day, the percentage of verification of predictions is rising, which is hardly the case in this country. Our weather service, with its great cost and thorough organization, ought to be the best in the world:

-President Harrison’s theory respecting the Civil Service is set forth in his letter of acceptance in the tollowing words: ‘In appointments to every grade and depart- ment, fitness and not party services should be the essential and discriminating test, and fidelity and efficiency the only sure tenure of offce. Only the interest of the public service should suggest removal from office.” The practice of his Government is exemplified in the following letter :

The Worcester. Tux steamer Worcester, Captain Nicker- son, arrived from Boston last midnight, with a general cargo and the following pasé-

This is the Worcester’s first trip to this port this season. She left Boston at one o'clock on Saturday afternoon, and had heavy weather all through to Halifax, which port was reached on Monday at The fog continuing and high wind prevailing, she was obliged to remain in Halifax until Tuesday morning at five, when she left for Port Hawkesbury. Heavy winds and high seas were exper- ienced during the run, and Hawkesbury was not reached until yesterday morning. After a very short stay, she left for Pictou, where she coaled up, and proceeded on her way to Charlottetown, arriving last mid- night, as above stated. There was no ice to be seen anywhere.

During the winter the Worcester has had a new deck put in, her machinery has been thoroughly overhauled, and she has been newly painted up and made otherwise attractive and comfortable. Indeed, in the opinion of competent judges, she has not been in better condition for many years past.

There is no change in the officers, as will be seen on reference to the list below. Captain; Nickerson is still in charge, and his two old and well-tried assistants are with him. Purser Sawyer, than whom no one is more popular with the travelling public, is also to the fore, looking hale and hearty notwithstanding his late severe ill- ness, and Mr. Davies the steward, and his lieutenant, Mr. Douse, are as able and will- ing as ever to minister to the wants of the *‘inner man.” That they have an efficient assistant in the person of Mrs. Murphy, the stewardess, goes without say- ing. Mr. Doyle is again chief engineer, a guarantee that that department is in good hands. Following is the list referred to:

A Buried ‘Treasure ‘

OF AN OLD FRENCH CAUSES EXCITEMENT.

THE DISCOVERY WILL

Quebec advices state that the population of St. John’s suburbs are greatly excited over the discovery of a mysterious will, dating from the old French times and pointing to the existence of a buried trea- sure of considerable value in the neighbor- hood. The find was made by Mr. Trudel, a contractor, while sinking a foundation for a house. The will, which is a holograph one, and written in old French on dirty parchment, strongly impregnated with some chemical substance and bearing all the marks of great antiquity, was found buried four feet beneath the surface in a hermeti- cally sealed bottle, enclosed in a heavy tin box, which in turn was covered with an- other tin vessel, something the shape of a bell or coal scuttle, and badly eaten through by rust. The contents of the mysterious document were easily deciphered. They purport to have been written by ‘* Francois Gutelin de St. Malo,” and bear the date of May 17th, 1734. The opening paragraph is in Latin, and seems to indicate that the writer died during the terrible smallpox epidemic which decimated the population of New France in that year, carrying off also M. de la Chassaque, Governor of Mon- treal. The will reads as follows :— Unhappy America—Before 24 hours I shall no longer be of this world. God is witness of what I write. This is my will—to you, if you deserve it, for God knows his own. At four feet from this spot, going in a straight line towards the west, then bending towards the south, at seven feet from the surface of the soil, between two large stones, you will find a copper box containing 100 pounds weight of gold and 300 pounds weight of

silver. Areyou rich? Do charity with it for the repose of my soul. Are you poor? Use it honestly and pray to God for me. _Betore

God, who is my only witness, if you employ the treasure in libertinism I wish you evil and death. Pray to God for all the unhappy French who died to-day.

Diligent search is being made for the treasure, but it has not yet been discovered. A strong guard is kept on the ground by Contractor Trudel to prevent any attempt to anticipate him in its discovery.

On Sunday last, a commemoration _ ser- vice was held in Old St. Paul’s Church, Broadway, N. Y., where Washington at- tended service a hundred years ago. Hypnotism has become very conspicucus in Europe of late. It has been used in the place of chloroform for some time in surgical operations in Paris, and when, in a recent murder case there, it was charged that the murderer had hypnotized the vic- tim and forced her to kill herself, public opinion accepted the possibility of the fact in a way quite remarkable.

Chronic misfortune attends German en- terprise in East Africa. The Weissmann expedition has effected nothing as yet. The whole credit voted by the Reichstag has been swallowed up by the expenses for the transportation of freights and the hire of the Soudanese and Somalis. The excess in expenditure will necessitate an immediate appeal to the Reichstag for a further credit. The explorer, Rohles, ia an address at the colonial conference at Munich, declared Wessmann would fail to re-establish Ger- man authority unless backed by an ample force of German troops. He predicted that the mercenaries would desert to the Arabs. The commerce of the coast is annihilated, the Indian traders reporting an absolute cessation of traffic.
