DEBATE ON THE ADDRESS.

|Speeches of the Leaders of the Opposition and Government. Hon. Mr.

Gordon complimentel the seconder of the motion re- garding the draft address upon the manner of their speeches. The seconder, Mr. Reid, isa new member, but he held the ear of the. House throughout his re-~ marks. The mover, Mr. Petera,also spoke well, but being a lawyer and a trained speaker he did not deserve much praise.

Listening co the remarks of that hon. gentleman he was remio ied of a passage he had come across in the course of his reading. It is this: “Public men possegs- ed of fascinating eloquence should in gen eral be viewed with suspicion and carefully

guarded against, for they are apt to do great mischief.” The hon. member for St. Peter’s had referred at some length te the

race cry, and cleimed that thisery had been raised by the Conservatives and the Montreal Star. But this was not the case. The Star has challenged anyone to prove from its Ales that it bad raisel the cry. As to the politiciaas every one knows that Sir Charles Tupper, the Conservative Leader, is a remarkably broad-minded man. It is a matter of history that the greatest men in Montreal have done him the honor due a prinee. Would they dothis if he were a promoter of the race cry, a man of narrow views? The race cry has not been raised by the Conservatives. It is true that the crops in this province were very good last year and there waeno famine inmthe land. But the prices were only fair. Taking up the war in South Africa Hon. Mr. Gordon pointed out that me ancieot or modern nation had ever before been compelled to send treops 16,000 miles to fight. 1§The Canadians themeelves had gene 7,000 miies The Canadiana have all done well, and the Prince Edward Islanders among them have exhibited great bravery. Befere this war breke out Canada was compara- tively unknowrn hy the great nations of the world. But the war has demonstrated that those who quarrel with Great Britain now will have to quarrel with a greater ferce than they dreamed of. Canada has great cause to be preud of the men she sentout to fight. Itis highly improper to say that ihe Conservatives in- terfered with the sending of these troops. Itis well known that from the very firet Sir Charles Tupper urged that traops be sent, but the answer was “no precedent.” Tt is no use for amy public man to attempt to mislead the peopie op thia point ; the troops were sent because Sir Charles Tup- perand the people of Canada said they must go. lt was pleating to know that the people of the [sland province were coutri- bnting generousiy towards the Indias Famine Fund. It was alse pleasing to see the Hillsborough bridgs going along, and he hopea it would meet the requirements of the peopie. Last session the Goveros ment exhibitedthe profile of « bridge seven- teen feet wide. The Opposition showed that euch a bridge would be insufficient, and the bridge now is more ia accordance with their suggestions. The Opposition did not oppose the construction of the bridge, as had been stated. But they did oppose the manner in which the peoole were being deceived in respect i. 200 people were told during the recent campaign that the agree ment had been signed and work would soon be proceeded with. But a return brought down in the House of Common; in the latter part of February showed (ust no agreement relating to the bridge had been signed. Yet in the face of this fact it was stated at public meet- ings that the agreement had been signed.

Hon. Mr. Farqubareon rove to a point of order and said that he hal never stated ata meeting thatthe agreement was signed.

Mr. Shaw claimed that the premier had stated at meetings at Vernon River and St. Mary’s Road that this agreement wae signed, and Mr. A. A. McLean said the premier had made a similar etatement at Wood Talands.

Hon. Mr. Farquharson again denied that he had said he agned the bridge agreemen'; but the agreemsot was made nevertheless.

Hon. Mr. Gurdon promatly poiuted out that there was no agreement until it wen signed. Toere is no note until it is signed; no documeat is made till the necessary signatures are attached. The Opposition adopted the proper course last session, and as aresultoftheir efforts the bridge had beew widened,

Mr. A. A. McLean presented a bill in- corporating the Central Christian Church. Referred to Private Bills Committee.

Hon. Mr. Gordon them resumed the debate on the draft address. He at once proceeded to repudiate the charge that the Oppositien was opposed either to the Hillsberough bridge or the Murray Harbor railway. He thought that it was a bene- fit to have the bridge widened sloeg the lines suggested by the Opposition, and hoped that it would prove satisfactory. It may be all right that a genera! exhibi- tien be held, but he believed that many people ia the outlying counties would like to see county exhibitions encouraged aleo. He hoped that the Leader would see his way clear to encourage county exbibi- tions by the usual grant. He beld that these exhibitions all tended to add te the prosperity of the Province. Thies matter hed not been referred to by the other speakers, and he regretted it very mueb. It was gratifying to know that improve- ments were being made at the asylum ; but if the improvement were limited to the manufacture ef brushes it was very small indeed. The occupation et patients in this way, m'ght, however, prove belpful to the inmates, He failed to see where the successful pressing of the elaims of this province toa share of the fisheries

before it could be crossed. Seal River Bridge, Scott’s Bridge and others were also in a bad way. He hoped

there would be a better financial showing this year. as claimed, but he would not say anything further upon this point till he had seen the accounts,

Hen, Mr. Farqubarsen followed, conm-~ gratulating the mover and seconder of the address upon their speeches, He also spoke of the courtesy of the Leader of the Opposition, as exhibited during the speech which he had just concluded. Thea he proceeded to refer to the scenes which took place in the House on the opening day after the Lieutenant-Governor left. He said he could

not except any one of the Opposition in this regard, and he hoped they were

ashamed of their conduct on that occas sion. All the information regarding the resignation of Mr. Wise woald be forth- coming if the Opposition asked for it on paper and through the proper channel. It looked as _ if the Opposition premeditated trouble in connection with the removal of Mr. Wise. He (Mr. Farquharsoa) never before experienced thesame feeling he did on that occasion. Hereafter, he wished itto be distioctly understood, that the Speaker’s ruling must be obeyed by honorable members. There must be no further defiance of the Speaker’s authority. He claimed that Mr. Pioeau had‘no right to be hounded or insulted because he bad seen fit totakea trip abroad. Such conduct was a gratu- tious insult to the Freach-Canadians. Ia connection with the war some of the newspapers had slandered the French- Canadians. If Mr. Pineaa sits on the Governmens side of the House he evident~ ly has reasons for it which he will explain later on. With regard te tbe Liquor Regulation Act he said that much had been said outside the House. The tem- perance element, taken all in all, was a respectable body, In deference to these men he would have to ask if they could justify their action in regard to the liguor

guilty? Here is an act passed on the 5th May, 1892, called an act regulating the sale of liquor in thecity. This is the law wefound last year. This act provided for the sale of liquor under certain con- ditions ; anyboly whocomplied with these regulations was permitted to eell, and 't seems that aoy person did sell under it. The Government endeavored to amend this law, to makeit better. If the nums< ber of places where liquoris sold is re- duced there must be “a decrease in the amouot of l'quorsold. The number of places have been reduced from 150 to 43

Why should liquor eellere be exempt from taxation ? He thought a majority of the people were satiefied with waat was done. He bes lieved it to be the province of the Legisla- ture to endeavor to promote morality and sosriety without appealing to the people. Many of the best people told him the Gov~ ernment had done wrong in taxing the sale of liquor, But the Goverament merely restricted the sale; the act of 1892 made it legal to sell under certain con- ditions. He wished to say that they were waiting for their temperance friends to come forward aod say what legialation they want. They are evidently differing among themselves. The age of minors had been raised at last sewsiou from i6 to18. The hours daring which liquor could be sold bad beeu re- duced. They also probibited the sale of liquor on holidays end election days. Drugjisis were made to keep a record of sales in a book set apart for that purpose. Then,t0,® majority of the people ina block can compel & liquor ssiler to cluse up, but this bas never yet been acted upon. He laid this at the door ofthe temperance peeple. It was a credit to the Government and ehou!'d not be charged as s debt against the province. The contract price was $28,000, independent of heating and lighting. ‘The first build- lng Wasto cest about $40,000. Mr. Far- quharson bere spoke at considerable length regarding the changes that had been made in the plans of the collegeand claimed that they had done right in doing away with the rooms intended for the use of the prin- cipal. The cos: of the heating was $3000, but heconld not give the figures for furnishings. On the whole he thought the Government had done well for the Province in this regard. He thought it quite possible that some of the bridges throughout the Province were in a bad way, North River bridge was not perhaps as Safe as it might be, and it would in all probability be at some time replaced by a steel structure. The wonder is that some of the bridges hold together at all. He thought that new roads should be opesed up wherever practicable. They are 32 road machines in now, and they are in great éemand. Where weuld we be without these machines now ?,We are‘al«o building steel bridges, and will build others before we go out, that is if the people find the way3 and means. It bad become necessary to enlarge the Junatic asylum, and he hoped they were doing it well. He wanted the Opposition to point out one dollar that had been wrongly appropriated wilfully. Tis country never was in the condition it is today. (Oppesition cries of hear, hear.) There were some other inatiers that be intended referringto but he would speak of these lateron. He would not say anything special regardinz exhibitions just now, but everything pos- sible should te done to promote the agri- eultural intereste.
