plicable, because it is not true. Our con- temporary states, that “‘Sir John Thompson has begun his premiership badly —he has yielded to the craze for office in arranging his ministerial gifts.” Surely the editor of the Patriot knows that the Minis- terial change which Sir John Thompson has effected was suggested by that good and economical man, the late Hon. Alexander McKenzie. If he does not know, we refer him to the number of that strictly indepen- dent journal, the Toronto Mail, which came to hand on Wednesday evening last, and which contains a succinct statement of the facts which led to the change. The Mail says :

“*Parliament endorsed it five years ago, and the Opposition, although of course criticising aod discussing it, did not offer it a very vio- lent antagonism, the kind had been in the mind of the Liberal Government before it went out of office. There were then, as now, thirteen ministers, and the idea of Mr. McKenzie was to reduce the number slightly, and to appoint a few of the younger members of the House to minor positions.”

This idea has been carried out. The number of cabinet ministers has been re- duced from thirteen to twelve, a Munister of Trade and Commerce being appointed where there were before a Minister of Cus- toms and a Minister of Inland Revenue; and a Controller of Customs,a Controller of Inland Revenue and a Solicitor-General being appointed at lower salaries. The change bas been commended by the prac- tical statesmen of both parties.

Field and Jay Gould, namely, that while Mr, Field was a constructive ag who projected great enterprises, Mr. Gould was a reorganizer and « consoli- dator of corporations established by others. Mr. Field was a builder and a maker, but Mr. Gould was a speculator in the work of men less fortunate than himself. Mr. Field’s record is written in completed en- terprises which have added enormously to the wealth of the world and to the progress of mankind, whereas Mr. Gould's is told in an accumulated fertune which, in all its vastness, shows scarcely a trace of construc- tive investment or creative genius.

The Agriculturists.

THE NATIONAL CONFERENCE HELD IN LONDON |

ON WEDNESDAY.

The national agricultural conference, called for the purpose of directing public attention to the present grave condition of agricultural affsirs aud ventilating the grievances under which agriculture labors, and considering suggestions for their re- mova', met in St. James H >tel,fLoadon, on Wednesday. Fully onethousand tive hundred delegates from over two hundred and tifty agricultural associations were present. Many members of the House of Commons were in attendance. J. Lowther, M. P., made an opening address. The conference adopted a resolution declaring that the critical condition of agriculture was a mat- ter of national concern, and suggesting that means be found for arresting the depres- sion. Attempts to denounce frotection were hooted down. After a debate, a resolutlon wes adopted that all competing imports ought to pay a duty not less than the rates and taxes levied on the home produce. Resolutions were a.so adopted stating that in the opision of the conference a continuous fall in prices so injurious to the agricultural inter- ests was largely due to the appreciation of gold and the fall in exchange between gold and silver using countries. The best and most effective remedy would be secured by agree- ment on a broad intcrnational basis to reopen mints of the leading nations to unrestricted coinage of silver and g ld. The SBritish gov. ernment will be earnestly requested to co- operate with other governments represented at the monetary conference now sitting in Brussels to secure such international agree- ment. The conference adopted a suggestion made by the Earl of Winchelsea with regard to the formation of a union of landlords and tenants.

DR. PARKHURST'S AGENTS IN

TROUBLE.

The Rev. Dr. Parkhurst won # consider- able amount of notoriety last year by his personal crusade against the social evil in New York. Many good men disapproved of his methods, while others applauded them. This year he has organized a private detective systzm for che purpose of correct- ing the morals of that great city. There are 1,137 election diatricts in New York, and to each of these was assigned a volur- unteer detective, to act as a spy on the movements of every person who lived with- in his district. Atthe head of the whole body was a man named Gardner, who 2n- joyed Dr. Parkhurst’s confidence to the fullest extent. The scheme has not been very long in operation, but long enough to show that it could be made to serve evil ends, and now Mr. Gardner is a prisoner in the Tombs charged with blackmail, with an excellent prospect of going to the peni- tentiary, There is something weird in the story which the police and other witnesses relate in regard to Gardner and his system of blackmail. Parkhurst himself thought it consistent with his character as a Chris- tian minister to go to houses of ill-fame and pay their unfortunate inmates money to expose themselves in a nude state, so that he might inform on them, but his agent had a» method of his own of which Dr. Parkhurst evidently had no knowledge. The case that caused his arrest was that of awoman whom he compelled to pay $50 a month, pretending that by so doing he could insure her house not being interfered with. Gardner had this woman at his house, met her at resturants, and sometimes went to her house and drank so much wine that he became grossly in- toxicated. The woman was willing to pay Gardner 850 a month for protection, but when he demanded $150 from her, she thought it time to appeal to the police, Gardner was watched and when arrested he had $150 of marked money which had been paid him by the woman in his possession, This he tried to throw away but the attempt was detected. He had $1,500 of other money on his person when arrested, so it would appear that it pays handsomely to be a great moralist and a superintendent of private detectives in connexion with Dr, Parkhurst’s society. It is understood that the New York police force have many other charges of blackmail against Gardner, and as one of his associates in the business has turned informer he is likely to have an uncomfortable time with the police. The affair is the sensation of the day in New York.

President Harrison's Message.

The London Standard remarks: Not everyone is privileged to vent ghis spleen in the form of a state paper. Mr. Harrison's message is not meant to be gracious. The warning to Canada is polite compared with the threat once hurled at Chili, but it certainly has flavor, nevertheless, There is an unwelcome ambiguity in the reference to the Behring Sea matter. But it matters little what he says. Ichabod is written in every sentence,”

The London Chronicle says: Mr. Har- rison’s tariff remarks remind us of the schcolboy maxim, ‘lf you tell a lie, tell a big ‘un and stick to it.”

The London Morning Post says: “A perusal of Mr. Harrison’s message suggests rather the dogged courage of a yladiator than the foresight of a statesman. It is singularly characteristic of his community that the retiring President finds it consis- tent with his position to indulge in a flourish of impotent menace against Can- ada.”

Sprincriztp, Mass., Dec. 7 —Frank Smith, who sued the Conneticut River Railroad for $50,000 for the loss of a leg and other injuries, to day was awarded a verdict of $19,906. The defendants filed a motion for a new trial.

Maprip, Dec. 7.—Premier Canovas to-day asked the chamber for a vote of con- fidence on the Government's action in the municips! scandals. The chamber rejected the request 129 to 121. Senor Canovas immediately paoceeded to the palace and tendered to the queen regent the resigna- tion of the cabinet,

So many wysterious fires have been started here recently that detectiy » were put to work and caught four members of the local fire brigade red-handed in the act. Soindignant are the citizens over the betrayal by these men of their trust, that there is talk of lynching them.

New York, Dec. 7.—The abstract of the will of the late Jay Gould, as given to the press, leaves his sister, Mrs. Northrop and her daughters three lots of ground in Cam- den, N. Y., on which Mra. Northrop lives. Mrs. Northrop, his two other sisters and his brother get $25,000 each and $2,000 each annually during life. His daughter, Helena M., house, 579 Fifth avenue and contents; also Irvington resi- dence and contents, until his youngest child comes of age and they get $6,000 per anoum; to his son Edwin, fhouse, 1 East 47th street, with contents; to his grandson, Jay Gould, son of George, $500,000; to his son George, $500,000 cash, $4,500,000 in stocks and bonds. The rest of the es- tate is bequeathed to his fuur older child- dren in trust to be divided into six equal shares, one foreach cf his children and their issue. All his shares in corporations to be voted as a unit, his son George to de- cide how in case of a disagreement; if aby of his children marry without consent of the majority of the executurs, such child’s share shall be reduced one-half; the other half shall be transferred to such persons as would tske the same if the testator died intestate.
