Conference Discuss Reduction In Arms

GENEVA, April 19. (A.P-)—'l‘he disarmament conference today de- bated a proposal for reduction in arms to be achieved by successive stages. . .

Participants in the conference voiced wide approval of the succes- sive stage plan of cutting down ar- maments, which would be carried out through revisions at brief inter- vals of the arms reduction conven- tlon.

‘This proposal was presented by, the delegations of Spain, Belgium, Switzeralnd, Czechoslovakia, Den- mark, Norway, Astonin and Uru- guay. It was supported by the French and Polish representatives and by Sir John Simon, Naotake Sate, and Dino Grandl, chiefs of the British, Japanese and Italian delegations.

Maxim Litvlnoff, Soviet Comnvs- snr for foreign affairs, offered an a- mendment providing that the first stage of reduction be substantial. Count Rudolph Nadolny, Germany's representative had criticized the scheme on the ground that it did not provide for radical cuts in the initial phase. The proposal was re- ferred to the conference drafting committee.

Officials denied that this troop movement had any connec- tion with reported tension between‘ Japan and Soviet Russia.
