—The United States’ Treasury Depart- ment is talking of putting inspectors on the Canadian trains to prevent the illegal entry into the couatry of some scores ot emigrants from Great Britain via the Do- minion. Meantime, every week sees thou- sands of ignorant and dirty Hungarians, Poles and lower class Ltalians dumped into United States’ territory at New York. Uncle Sam's action is like puttying up the back door keyhole co keep out the cold while the front entrance stands wide open.

—The new federal constitution of Aus- tralia is a cross between that of Canada and that of the United States. “His Excel lency” is to be appointed by the Queen, as for Canada; but the Senate is elective as foe the States. Senators will be elected by the various provincial legislatures, each atate or province being represented by eight members, half of whom wil) sit for three and half for six years, just as in the Uaited States the plan of long and short term Senators obtains. Members of the House of Commons or House of Represen- tatives will be elected for three years only, representation being on the bass of popv- lation, one member for every 20,000 inliab- itants, and Ministers are not to be required to seek re-election upon appointment tu of-

morning, the inhabitants of the towa of Souris were alarmed by a cry of fire which proved to be at the extensive premises owned by the Connolly estate, and occupied by McLean & feartz, and the Souris Agency of the Merchants Bank of P. F, 1. As Souris haa no appliances for contending against fire, the- w of the premises consisting of a lange three-story building, a large warehouse and two amaller buildings were destroped. The heat became so intense that Dr. Ford’s drug store across the street and Mr, Shaw's residence with outbuildings caught, and were also barat. Owing te the heroic effurts of a few active men who mounted the roof of an adjuining heuse and remained thereon in the burning beat pouring buckets of wateron the toct and gable, the adjoining building was saved. Had it caught it is supposed the tire would have extended the whole length of the street.

Very little of the stock wassared. While many of the people worked energetically to save property, others showed criminal apathy and carelessness as to whether the whole town should burn down or not. Souris, with the exception of a Hvuok and Ladder Co. has no protection against fire— not even a fire bell. The town requires a fire engine and a tire company, with power to compel people to assist, which they can- not do without an act of incorporation,

The loss is roughly estimated at $25,000, as follows: Connolly Estate. $8,000; McLean & Heariz $14,000 ; Shaw and De. Ford, $3,000. The insurance is as follows: Connolly Estate, $5,000; McLean & lHeartz $8,000; Dr. Ford, $800. It is supposed the vault is all right with the bank papers.

The tire was evidently the work of an incendiary. Jt was discovered at the rear of the Connolly building.

Notes From the Capital.

Now that Summer has come and the session close at hand things are bright at the capital.

The claim of Canada in the Behring Sea matter is considered virtually gained in cenformity with the contentions of the Hon. Minister of Justice, and the Govern- ment when submitting the same to the highest tribunal of the States.

By reason of the Reciprocity conference postponement, the great Blaine may learn # lesson and also something new of Presi- dent Harrison, who wishes to be personally present at the discussion looking toa fair basis of equally just measures. Se far we have much to be proud of in the choice of delegates chosen,—all being from the Maritime Provinces—the land of codfish and I’iaance matters) The High Commia- siower, together with the Ministers of Justice and Finance, and George Johnson, Esq., Dominion Statistician, are well fitted fortheduty. These appointments, coupled with that of Hon. Senator Howlan to Eng- land to represent Canada in the Newfound- land matter proves the adage that Sir John Macdonald's great success is due en- tirely to his knowledge of men. Whilst surne consider true nominations in the light of the uld chieltains—wisdoms—others are heard to say that such provincial honors may be taken as arebuke to Sir Richard Cartwright—and a fitting answer to the wrathy declamation of the gallant knight after the late campaign, when he said, speaking of the Government, ‘‘It is moat literally a thing of shreds and patches, made up of ragged remnents, from half a dozen minor provinces, ” words in evidence that had Sir Richard the power, none of the present diplomate would have bsen named or chosen.

The outlook is cheering for al) classea of our people here this season. Even the Chaudiere trade in lumber ia looking brighter. The uew Electric Btreet Railway has commenced running. Many additions are being undertaken thie season to educa- tional jnatitutions, churchus and other buildings, as well as many new ones. There is also a great steel bridge to span the canal to be built east of Dufferin Bridge, coupled with the fact that our city abier- men have an estimated programme for the expenditure of $559,330 by our civie Gov- ernment during the current year, which will, no doubt, yet reach, if net exceed, $600,000. Of this sum, $348,000 will be raised by taxes. Of the balance required, $22,000 will be from liquor, livery and auctioneers’ licceuses; market tolls and police court, $21,000; water rates and street sprinkling, $166,000; dog licenses, $2,750; and the remainder from second hand stores, billiards, etc., whilst the chief items of expenditure will be $57,500 for police and

education, $90,000; intereac and sinking funds for, corporation and waterworks will acquire $196,000. The balance will be ex. peoded on street improvements, sprinkling, etc. But a portion of the whole revenue from liquor license goes to the corperation funds, whilst the balance goes to the Pro- vincial Government. The Quebec Govern- ment at its last eession has made a deep inroad on this species of revenue, at preseut almost robbing the town of the whole sum so raised. By the way, could your incoming Government nut borrow a leaf from Mr. Mercier in thia regard.

The news of the advance in the worlds. money markets of C, P. Railway stock | simultaneously with that Company's twenty-one million bond issue is to make things very cheerful and of equal import- ance to the new flour gossip as being the best suited for the British West Indies trade.
