Parliamentary Manners.

The Duke asked whether he was uneasy, Dorchester replied yes, and that the Duke durst not do this if Buckingham replies yes he would, and that he were a better man than himself: Dorchester said that he lyed. With this Buckingham struck off his hat, took him by the periwigg, and pulled it aside and held bim.’’ There is nothing so bad as thisin the Parliamentary annuals of the Georgian era. Chatham is said to have been more feared than any orator of his time, but his invictive was earefully mearured, Neweastle, then Prime Minister, he once asked whether, Parliament sat only to register the edicts of one too powerful subject ? Hereupon New- castle is reported to have been fright- ened almost out of his wits. But this was fair fighting. There was no im- putation on Chatham’s part of ignoble motives ; he simply accused his advers- ary of the splendid sin of ambition. Our Parliamentary history- abounds with encounters of this sort, in which the thrusts delivered, whether in earnest | or in jest, were often hard, but always) bestowed according to fair rules, an with an absemge of that implacable animus which leaves enemies when the fight is over. Every- bedy knows a story of Sir Robert Wal pole having a dispute with Pulteney about a quotation from Herace. Tho Minister bet a guinea that his own version was right; a “Herace”’ was seut for, and Sir Robert, proving to be in the wrong, threw down a guinea, which Pulteney pocketed with the remark that it was the only money ever paid by the Minister which a member could accept without shame. The words were not in the best taste perhaps; but how English the whole scene was and how suggestive of good-humored sparring with the gleves on! Mingling withthe chronieles of Parliamentary however, are many stories of downright kindliness and chivalry in debate, upon which students of Parlia- mentary histrory must always dwell With~a sincere, pleasure, .Coming to recent times, nothing could have been better than Mr. Disracli’s panegyrie on Cobden after the latter’s death, or then Mr. Gladstone’s reference in Parlia- ment to the death of Beaconatield. .On this occasion the Liberal queted the words, sunt lacryma, et mentem mor- talia tanguot,’ which Fox had also quetedin 1806 ; during Pitt’s last illness, refasing at the same time (though unaware that his great rival was actualy dying) to support an amendment to the address whieh” was going to be moved by Lord Henry Petty. Mr. Disraeli was not long in repaying Mr. Gladstone’s generous tribute of respect, for he alluded to him as *‘ the most eminent member of the house”; and the same compliment was paid on an other occasion to the present Premier by the present Lord Derby, then Lord Stanely, who said that, “on whatever point we might differ, everyone would acknowledge the right honorable gentleman to be one

Many stories have been told eoncern- ing M. Gambetta’s eye that it becomes necessury to re-establish the true factsof the case. The most popular account is that M. Gambetta, when quite a bey, destroyed his eye because his father refused to take him away from school, and this is related asa proof of his detertained character. This version has, however, the disadvantage of being absolutely false. The injury was due to an accident when he was aboy. A tool escaped from the hands of a werk- man ina turner’s shop and struck Gambetia ia the face, blinding him in one eye.* In the eourse of years the anterior part of the giobe gradually dilated and became so large that he could no longer close the ey yelids.” In 1867 the eye was removed by the cele- brated oculist, De Weeker. De Weeker eoenves the eye, but he ultimately ent it to the histologist, Professor Iwanoff, remarking at the time that it was the eve of a man destined, he was sure, to enact an important part in the history of his country, Two years ago Prefessor Inwanoff died at Mentone, haviag still in his possession Gambetta’s eye. This relic, together with Pro- ffessor Iwanoff’s collection, was handed over to his most devoted pupil, thé Duke Charles of Bav: aria, brother ef the Empres of Austria and of the ex- Queen of Naples. Thus the eye of the statesman and patriot was, as Dictator, contributed more than any one else to raise armies and resist the German in- vasion, is now in the hands of a Ger- mau Prince,
