A poy named Edmund Herne appeared before the Stipendiary Magistrate this fore- neon, charged with stealing oats from a ware- house occupied by Messrs. Peake Bros., on Railway wharf. The evidence showed that the oxts taken by Horne were gathered off the wharf and not taken out of the warehouse. He was, therefore, discharged.

Arthe City Council, last evening, Coun- cillor Horne asserted that ae the names of McKinnon & McLean appeared in the city accounts for 1881, as having received money for work performed, Councillor MeLean had forfeited his seat at the Council Board, and should retire. On reference to the voucher, it was found that the repairs to engines was done’in November and December, 1880— moaths before Councillor McLean was elected. After a heated discussion, Councillor Horne discovered he had erred, in judgment, at least.

Wirn reference to the numerous corres- pondence recently published regarding the fancied mismanagement of Citizens’ Skating Rink, we are requested to state that the Rink is this year managed as well as previous years, The ice, it is true, was not very good during the first of the season, but this was owing to an accident ,to the pump, which being re- paired, renders flooding easy, and consequent- ly gives better ice. The statement made by several correspoudents that the Stockholders were reaping very large profits from the Rink is errencous. The Rink has been open nearly six years, and, we are informed, that the annual dividends have not been more than six per cent., which is not very large.

The City Council.

A special meeting of the City Council was held last evening, for the purpose of appointing three Assessors, and also consi- der sundry accounts, petitions and corres- pondence, and reports from various com- mittees. There were present:—The Mayor, Recorder, Councillors Murphy, Chappelle, Lea, Horne, Davy, McLean, Blake, Morris, Koughan and Byrne.

A letter was read from Messrs. J. D. Mason, 8. W. Crabbe and M. P. Hogan, resigning the office of Assessors for the City of Charlottetown, for the year 1882,

It was moved by Councillor Koughan and seconded by Councillor Blake :—

Resolved, Thxt -the resignation of Messrs. J. D. Mason, 8. W. Crabbe and M. Hogan be accepted,

It was moved by Councillor Chappelle and seconded by Councillor Koughan:-—-

Resolved, That Murphy, Blake and_ McLean be the Finance Committee.

It was moved by Councillor Murphy and seconded by Councillor Chappelle :—

Wercas, the overdrawn account at the Union Bank of P. E. Is!and now amounts to $20,262.25, and due by the city to said Bank, and

Whereas, A further advance of about $3,000 per month forthe next four months will be required for city purposes,

Therefore Resolved, That an application be made by the Finance Committee to the said Union Bank for such further overdraft, the said overdraft to be repaid to the said bank with interest at the rate of 7 per cent. as soon as the taxes are collected ; and

Further Resolved, That provision be made to reduce the old overdrawn account now due said Bank, by imposing an income tax for the present year, and that «il moneys received from the said income tax be paid into the bank for the purpose of reducing the said overdraft. Carried on divisicn.

‘Reduction in P. E. Island Railway Rates.

Mr. Muttart, M. P., for Kings County, and Mr. Hackett, M. P., for Prince County, yesterday, moved for papers show- | ing the reduction in the freight rates of the | P. E. Island Railway since the year 1878. Goth members made forcible speeches, and strongly advocated a further reduction in the Island Railway freight raies. They quoted from returns showing that the | revenue of the Railway had increased of late, and this increase was largely due to fhe fact that liberal reductions had been ‘made in freight rates on certain articles.

They also urged upon the Government the propriety of lowering the passenger rates to two cents a mile, and the issuing of re- turn second-class tickets. Both gentlemen spoke well, to the point, and made a good impression.

Sir Charles Tupper, Minister of Rail- ways, followed. In answer to Messrs. Muttart and Hackett, he stated that if the Prince Edward Island Railway continued to shew increased revenue, a further reduc- tion of feeight rates and passenger fares would be made.

Yesterday the Island members waited on Sir John Macdonald, in reference to im- proved Winter Communication, and other matters relating to this Province.

Sir Charles Tupper replied to Sir Richard Cartwright’s speech on the Budget to-day.

There is a large attendance in the House, and the rush for tickets of admission is very great.

New Yorn, Feb. 28. The widow of David Webster, the Ameri- can statesmen, died at New Rochelle last night. She was Webster’s second wife, his first having died in January, 18238. LonpDon, Feb. 27. The Cologne correspondent mentions a report to the effect that unless the condition of Russia improves, the Czar will abdicate after his coronation.

Sir Stafford Northcote said he thought this announcement was an additional reason for giving the House of Lords time to con- sider. The motion to postpone was adopted by a vote of 300 against 167.

The ‘‘World’s” London special says :— The great subject of discussion is the atti- tude Mr. Gladstone has adopted towards the Queen. His conduct of late has passed the bounds of decency. Itis customary, on the Queen’s arrival in London, for the Prime Minister to wait upon her. On Thureday, when Her Majesty arrived at Buckingham Palace, Mr. Gladstone did not put in an appearance, but it was announced that he was indisposed. The same night he attended the House of Commons and made along speech. On Friday the Queen held a drawing-room, but the principal Ministers stayed away. The day passed over without a visit from Mr. Gladstone, and the Queen left London without having seen him. The correspondent attributes
