Mr. Ferouson laid the cor respondence on the tuble, and also a statement and re- turns of the Bank of P. KE. Island.
An Act to incorporate the Freetown Hall Company, and an Act relating to the care and maintenance of idiots, persous of unsound mind, were severally read a thifd time and passed.
The House went into Committee of the Wiole, and advupted certain rgo'utions re- lating tu Georgetown and Common, which were reported to the House, and a Bill in accordance therewith presented and read a first time, and ordered to be read a second time On Monday.
On motion that the House resolve itself into Committee of the Whole to further consider a Supply to Her Majesty,—
Mr. Y£o m. ved in amendment, that the House do not now go into Committee, but that it be resolved,-—
Whereas, A delegation of three members of the Executive Council h»ve re entiy visited Uttawa, with a view to effect an arrangement with the Dominion Govcroment, that the latter would assume the charges for improving and maintaining all piers on the fereshores of this [slan4, and refund to the Government of this Province all moneys expended upon the said piers since the Ist July, 1873; ‘
And Whereas, By the despatches laid on the Table of tnis House, relating tp the mission of the said delegatron, and the pegociations now p-nding with the Dom nion Government, there is DO promice, guarantee or assurance given on the part of the latt r, that they will as- sume here:fcer the improving and maintain- trvining of said piers,as a charge upon the Do- minion Government, or refund this Province all or any of the m»ney expended on the aforesa’d structures since this Island entered Confederation.
Therefore Res:lved, Thatthis House believe that, im providing ‘° ways and means ” for the expenditure of the Province for the current year, the Goverament are not jus*ified in de- pending upon one-seventh of the Revenue being raised from refunds, from the Domimon Government, for piers, which refund the said Government have not, so for, acknowledged their liability to pay,

Mr. Yro said that this resolution might have been moved befure, but he had no idea that the Government would include this amount, when estimating their rece’ pts. From the papers before the Honse, there was no guarantee that the Dominion Gov- ernment would take charge ot our wharves, or pay vs any amount for them. We did not know what private assurances the dele- gates might have received. He trusted we would get all that had been stated and more, for we needea it all, as our finances were bad. It was premature to make a cal culation of the kind, and i. was time enongh tospend it when received; it was ridiculous t» base our estimates on what was contained in the papers before the House, If the Dominion Government was bound to t ke our piers it was merely a matter of negotia-
tion. The delegates had suggested a pay- ment on aceount, bat had ree-ived no
answer, if the Dowinion Government had assented, the Government would have been justified in estimating upouw this sum They had asked for a decided answer, but had re- ceived none. The Dominion Government had offered to make a grant of the sites to the local authoritics, or to companies, and they had promised to cause an examination of the structures, but no promise to pay any part of the claim; yet the Government calculated to receive one-seventh of the curreat years revenue from this source. Suppose that the Commissioners, appointed to examine these wharves, considered very few of them to be Dominion works and suggested payment of only a certain sum, our Government would be found to take that sum. The amount which had been mentioned as to be received was very con- sid: ral le, but it would not last more than two or three years. It would be better for the Government to make provision from other sources for this year. From the practice pursued in the other Provinces, we hada strong right to expect that the Dominion Government would take these works off our hands. Last year we had been told that, for some time to come, there would be no necessity for re enacting the Assessment Act. Then, this money was never dreamt cf—why not now raise a revenne ind: pendent of this amouut. The Government had misled the country, it was impossible for them to conduct the affairs of the country without taxation.
Mr. Perry seconced the amendment, and said, that the Government might as well es- timate what they expect d te receive from the Fishery Awasd, or $500 000 compensa- tion for the nonfulfilment of the Terms of Confederation. Whatever we were going to get for the wharves, if we ever got any- thing, was in the far distance. The Privy Counci! and the celegites did not agree upon the question. The- Demivion Gov- vernment had offered to give us back all! the wharves, if we would maintain them. No examination had yet been made, it wou'd take a g od deal ot time. The Com missioners would have to report. and what- ever sum they recomm ad d would have to | be voted by Parliament before it wonid be available. It wos unfair and unjust to the people for the Government to build thei: revenue upon imaginary estimates. They had no. right to expect one dollar mors from ice than what they received

Mr. Sincriaik said that Mr. Sullivan had stated that $36,000,or as much as we should require, would be received this year from the Dominion Government as the result of the negotiations with them in regard to the piers. He had searched the papers before the House in vain for one solitary promise. The minute of the Privy Council was care- fully worded so that they should net bind themselves to pay asone dollar. What grounds, therefore. were there for expecting $36,000. In their first interview with the

minion, they were willing to band them back to the Province, the offer had been de- clined, and was subsequently renewed. This showed clearly that they had no intention of accepting these works. Their next offer wasto make an examination of the strwe- tures, and this was the only promise whieh the delegates received. The Dominion Government seemed to be very doubtinl of avy of these wharves belonged to them, and th y sgreed to examine the claims for in- demnity, and whether any and what sum should be paid the Province. In the face of this the Government estimated that they would receive $36,000. Thé examination uiust first be made, and a repOrt obtained as to whether the wharves are of general public importance or not, It was evidently their opinion that common wharves in rivers did not belong to them, for they sp: ke of general public importance. The report of the examiners would be submited to the Dominion Government and it was hard quorum of the Cabinet to- gether in Summer time. They would then have to lay the report before Parlia- ment. Admitting that these wharves are Deminion works, and that we had spent money on them, in peint of law we had no claim for a refund, as it wes a voluntary action on our part. There was no prece- dent in any Legisiature for calculating upon what we did not know that we should re- ceive, and admitting that our claim was good, we would not get one dollar of it
this year. That disposed of $36,000 of the estimated revenne. The receipts from the Land Office were
calculated at too high a figure by 810 000, Education had been placed at $1,700 less than was spent on it last year, maintenance of Hospital for the Iosane, $1,000 less, and the Po: rhouse $600 jess. These were ex- penditures which must be met, and unless the Goveanment came forward with more correct figures, he trusted that the vote would not be given them. There was the item of $36,000, as well as some $15,000 more, that would not be realized this year, and how weuld this deficiency be met? What would be our position if our piers were all handed over to some incorporated Company. If sucha thing should happen, and the Company had power to exact tolls and dues, we would then find that we had never made a worse bargain. The Govern- ment either did not know what they were dcing, or they were doing what they knew was wrong.
The debate was further adjourned, and at 6 10 p. m., the House adjourned for one hour.
