Sydney. Australia, (Reuters) Richard A. Butler, British chance!- '.nr of the cxchequer, called Wed- nesday for a ”declaration of in- dependence" from United states economic aid.

Urging a program of economic self-sufficiency. he told a luncheon audience of 800 here that Britain and Australia must not continue to count on American support.

Instead. the director of Britain's economy boldly predicted a new era of Commonwealth power and pros- perity based on a pror:rani of econ- omic expansion and dr-velopment.

"if we develop those resources in every continent, in countries great and small. no one can stand against us." Butler said, speaking of his program for Commonwealth devclcvpmcnt.

But first. Butler warned: ”We have got to stand on our own feet and sign our own declaration of in- dependence."
