Quick Commons Decision Is Unlikely On New Flag

OTTAWA (CP) —— Hopes for speedy Commons approval of an emblem with a single red maple leaf as Canada‘s national flag dimmed Tuesday when Alan Macnaughton ruled to permit debate on a Conservative amendment call- ing for a flag plebiscite.

Mr. Macnaughton rejected government arguments and de- cided it is “fair and equitable" the amendment for a plebiscite at the next general election be debated.

Prime Minister Pearson ac- cepted the ruling but asked de- bate be confined only to the question of a plebiscite.

Opposition L e a d e r Dielen- baker said rulings should be made only as questions of rel- evancy arise. No general rule should be made beforehand.
