We hope that the political leaders of Canada will act ina similarly reasonable manner, We hope that a fair and reason-~ able method of redistr bution, within the clear meaaing and spirit of the constitu- tion of Canada, will be arrived at; and that both parties will uniteto passa bill in that regard and to carry it out. Eaters taining this hope we exceedingly regret thatsome of the newspapers are already Striving to stir up strife over the Senate’s action concerning the evidently and ad- mittedly and grossly unfair and untimely Redistribution Bill of the present Govern - ment. The Guardian, for instance, ex- hibits ite independence as between the two

parties by prating about“ a gross act of partisanship” and threatening an appeal to “the popular’ voice,”

What “the popular voice” wants is a fair aud equal chance to express itselt as between the two parties ;and that is what the Senate is etriving to obtain for it, But the Guardian asks:

“Does anybody suppose, if a Conserva~ tive Government were now in power and had proposed anu passed through the Com. mons the present Redistribution Bill, that the Conservative majority in the Senate would have rejected it.”

Tt is possible that the Senale might have passed “the present Redistribution bill” if it were brought in by a Conservative Gov- ernment. But, would they have done right? That isthe question. The Guar- dian says thatthe Senate paesed equally objectionable bills in 1882 and 1892. If so—we do not admit that it was so—the Senate acted wrongly and unfairly and cheated “‘the popular voice” of the fair ex- pression of its opinion at the polls. Is thata precedent to be followed? We say, No.
