~-Another proof of the sentiment that is gradually gaining in Germany against the in- erease of the military and naval strength ct the empire, which reslly means Prussia, is jouad ia the refusal of the Budget Committee of the Reichstag to recommend the suin asked for by the gevernment for naval additions. This suggests attention to the fact that all the seathera and most of the northern States of Germany heve no coast line, and that the building up of the fleet means the uaval sggrandizement of Prussia, of which other (yerman sovereignties are sufficiently jealous already.
LL Fire at Souris. (Special by telephone. )
Fire broke out at Souris last night about 10 o'clock, in « dwelling house ou the north sule of Maine Street, owned by Mathew McLean & Co., and occupied by Mr. Waliace McEwen. Efforts made to fight the fire were in vain, and the house was completely destroyed. Very little of the furniture was saved. There was insurance to the amount of 3600 on the dwelling, and $150 on the furniture. The cause of the fire is unknown

Tue first annual meeting of the Mer- chants Bank of Prince Edward Island, under the Bank Act, waa held at the bank- ing house, Great George Street, this fore noon. The directors’ report for the past, year is ss follows
ANNUAL REPORT, }
On the first of this present month thie; Bank came under the operation of the Bank | Act of Canada in consequence of an appli- cation made by your directors in December | to the Treasury Board, under the 8th sec- tion of the Act.
Our present charter, therefore, in common with that of other Dominion banks, ex- tends to the first day of July, 1901.
Your directors meet you to-day under the altered conditons arising out of the new charter.
They have pleasure in calling your at- tention to the operations of the Bank for the year just ended.
The net profits amounted to 320,570.72. Out of these profits and the balance carried forward last year of $3,490.05 we bave paid two half-yearly dividends amounting to $11,680, at the rate of 8 per cent. upon the capital of the Bank; have carried $10,- 000 to the rest account, and have # balance left of $2,280 77, which we carry forward.
The rest account at present smounta to; $40,000, being about 274 per cent. al the bank’s capital,
Iu the year 1884 the shareholders de- termined tu put the bank upon a proper basis and to pay in the capital which had been then impaired.
This was not finally completed until the year 1885. In that year the Directors were able, aiter paying a small half-yearly dividend of 3 percent. to carry forward a balance $4136.50. During the seven next following years ending 29th February last, the bank has earned net profits am- ounting to $119,813.02. Out ot these pro- fia and the above small beiance there have been repaid to the shareholders in the shape of dividends $78 116,transferred toa rest account, $40,000, and written off the bank. premises and furn.ture account, ete., $3,652.79.
We therefore begin business under our present charter with a paid up capital of $146,000 and « rest account of $40,000.
Under the Bank Act we are not per- mitted to isaaue notes beyond che amount ofour paid up capital,nor of a denomination amaller than $5.00.
On looking at the amount of our cir- culation at certain periods every year, your directors have cencluded that the business of the Bank cannot be profitably carried on unless the capital is raised to $200,000, an increase of $54,000.
They therefore recommend the share- holders at the present annu.l meeting to pass a bye-law increasing the capital stock af the Bank to the amount suggested
Under the bank Act this new stock has to be alloted to the existing shareholders of the Bank pro rats, and at such rate as the directors may fix. No stockholder ia obliged to accept the stock alloted to him, but if he declines todo sothe steck must at the expiration of six months be sold at public suction.
The number of directors muat now be settled by the shareholders by a by-law to be passed for that purpose. There must not be lesa than five nor more than ten. Only those holding $3000 of stock are eligible under the Bank Act for election as directors.
An important change is aleo made by our new charter in the voting power of shareholders. Formerly the numb-or of votes any one sharcholer could hav2 was limited to 16, now they are limited only by the number of shares he holds, each ahare giving one vote, and all voting has to be by ballot.
The branch at Sourie has been periodically inepected by one of our officials. The earn- ings of this brauch have been satisfactory during the eight years it has been established, and the directors ave pleased to be able to approve of its mangement.
No changes have taken place in the officials of the bank during the year.
The assets cf the bank have been carefully inspected and compared with the books from time to time during the year and found correct.

ARRESTED 7oR LipeL.—Tie celebrated ©. Bruce McDougald, editor of the Plain Dealer. a paper started at Moncton a few days ago, was arrested on Monday evening on a charge of criminal libel. The action is taken by Isaac Coffey, who takes exception to an article in the last issue of McDougall’s paper with reference to his being a spotter on the I. C. R. McDougall was locked up, but later got out on bail.

Yesterday was one of the dreariest seen here im years. A northeast storm con: tinues to rage with great energy. The whole of Cape Ann is enveleped in @ bhz- gard, with intense cold. The mercury has fallen near to zero and so thick and dark has it been that at times the opposite side of the atreet was nearly invisible It is be- lieved by seafaring men that the storm ex- tends a long way out to sea and that great damage shipping will occur.

Lonpox, March 3. ‘It is stated in insurance circles here that Mr. Rosa, a claim settler of the National Marine Insurance Co., has been appointed British Arbitrator in the dispute between the United States ann Great Britain re- garding the Behring Sea.

WasHINGTON, Feb. 29.—In the case of the suit of the Church of the ,Hviy Trinity of New York, to test the question of its right to import the rector, Rev. Mr. War- ren, the supreme court to-day reversed the action of the lower court, and decided in favor of the church.
Tretiunipe, Cab. Feb. 29.—Snowsliding has become frequent here of late and a great deal of damage has been done to rail- road tracks and telegraph lines. One snowslide carried away adout 200 feet of the railroad track. In the last saowslide a large pack train was caught on Marshall Basin. Sixteen burros and one horse were instantly killed. The driver of the train eacaped.
Paris, Feb. 29.—An explosion occurred this morning at the residense of the Prin- cess of Sagon, in Fauburg St, Germain. The explosion was caused by two tubes supposed to have contained dynamite and is believed to have been the work of anar- chists. The windows in the house were broken, but otherwise the dam»ges are slight. The greatest excitement prevails.
Wasurneton, Feb. 29 —The U.S. Supreme Court has decided in favor of the United States in the Sayward (Behring Sea) case. The application for a writ of prohibition against Alaske the court denied. Sir Julian Pauncefote, on behalf of the British Govern- ment, and Secretary Blaine for the United States, to-day signed a treaty of arbitraticn for the Behring Sea seal fisheries troubles. The treaty is still subject to the action of partiameat and the United States senate.
SPRINGFIELD, Iil., Feb. 29.—Judge Allen in the United States Court to-day sustained the demurrer in the indictments against Milton Knight of St. Louis, general freight agent of the Wabash Railway, and J. M. B. Kehler, of St. Louis, doing business under the name of Kehler Bros., for violation of the interstate commerce act by cutting rates on shipments of flour from the east and St. Louis to Montreal, Canada. The court held that congress had no power to make any law regu lating railroad rates between poiats iu the United States and points im foreign countries The decision is very important and far-reach- ing, covering the entire commerce between the United States and adjacent countries The indictment against Knight and Kehler was quashed by this decision.
Loxpon, Feb, 29-——A despatch from Oporto says at least 3,000 lives were lost by th terrific storm of Saturday. The victims were mostly fishermen. Whole fleets of boate were taken by suiprise, ewept out to sea and susk with all on board.
Monrreat, Feb. 29.—A cable to the Star says: London, Feb, 29.—No credence is given to the reports of the pro ree- ment between the Canadian Pacific and Grand Trunk. Nothing is known here of the state- ment that Mr. Van Horne is about to visit London and friends of the Canadian Pacific say they are quite content as matters stand between the companies.
The Financial News devotes a leader to the expansicn of the Anglo-Canadian trade as the the fruits of the McKinley tariff. “Canada’s success in ——- the United States markets with the British," it says ‘encourages Canada to take a still further part in supply- ing the British needa,”
