Mr. L.H Davies brought the attention | of the Government to the fact that a bill | was passed during the last meeting of the} Prince Edward Island Legislature making | changes in the Legislature there, and also | «bolishing their Upper House. He had| received a message from the Attorney-Gen- | eral stating that the Lieutenant-Guvernor | had witheld giving his consent to the bill. | He wanted to know if instructions were | given by the Dominion Government to this | effect. He then quoted opinions of Sir! John Macdonald and Chief Justice Mac- donald of Nova Scotia when he was Minis- | ter of Justice, showing that Lieutenant- | Governors were bouad to act as their con- | stitutional advisers desired them. In this regard, the request for him not to assent to any bill ought to come iiom the Gover- nor-General. He would like to hear the opinion of the Minister of Justice as to the constiiutionalicy of the questiun.

Sir John Thompson in replying, said that there were no general instructions or special instructions given to Lieut.-Gover- nore. In the present case he did not know until the hon. gentleman mentioned the fact that the bill had been withheld by the | Lieut.-Governor. Instructions given to! Lieut.-Governors were annexed to their commissions. He would not like to say just then as to what instructions were given in reference to assent. He was sure they would not conflict with opinions laid

Lieut.-Governor or any member of the Dominion Govern- ment regarding it, and he did not think that Mr. Davics was cerrectly informed in saying that the L eutenant-Ciovernor acted contrary to the voice of the Executive.

Mr. Davies—My infurmation came from the Attorney-General. I received a des- patch from him,
