My Lords and Gentlemen :

It is with satisfaction that 1 find myselj at length enabled to release you from your ardous labors. L continue to receive assur- ances of the most friendly character from all foreign powers. The failure of the Sub. lime Porte to exeente, according to en- gagenient, plans agreed npen in April last for a determination of the Ottoman fron- tier lyimg toward Montenegro, has caused unfortunate delays in the settlement of that question; an?’the Treaty of Berlin has not yet taken effect in other points of im portance which Temained open at the commencement of the session. The Gor- ernmeuts which were parties to that treaty have communicated to the Sultan their judgment on the means of bringing to a satisfactory settlement the Greek and Montenegrin froatier questiona ; and ad- ministrative organization of European provinces of Turkey, and in the principal reforms required in the Asiatic provinces inhabited by Armenians. For the attain. ment of the objects in view [ continue to place reliance on the fact that the concert of Europe has been steadily maintained in regard to the Eastern question, and that the powers which signed the Treaty of Berlin are pressing upon Sublime Porte with allthe authority which belongs to their united action, mBasures which in their

belief are best calenlated to insure tranquility in the East. I ave not been unmindful during the few menths

which have elapsed since I last address- ed you of the consideration which I have

stated would guide my policy on the Northwestern frontier of my _ Indian Empire. Measures have been taken for

eomplete military evacuation of Northern Afghanistan and seme progress has been raade toward the pacification and settle- ment of the country. <A renewal of lostili- ties by the Afghans under Ayoob Khan has rendered necessary further military opera- tions in Southern Afghanistan. Prompt measures have been taken by the Govern- ment of India for relief of the garrison of Candahar and the conspicuous ability and energy displayed by my officers and troops in the execution of these measures, result- ing in a brilliant victory recently gained by the gallant ferce under the command of Sir Frederick Roberts will, I trust, speed- ily bring to an honorable termination the war in that division of the country. I re- gret that it has not hitherto been possible to give you such information en the state of the Indian finance and the recent mis- carriages in presenting accounts of military expenditures as you would justly require befere entering on a practical consideration of the subject. You “may, however, rest assured that [ shall redeem my pledge to supply you with this information at the earliest period in my power. No advance has recently been made in the project of a Sonth African Confederation, nor could any advantage arise from endeavors to press it forward, except in proportion toa favorable movement of public opinion in that portion of the Empire. The general state of affairs in South Africa however, is on the wholo satisfactory, except in Basu- toland, where, I trust. a moderate and con- ciliatory p-licy may allay the agitation eaused by the enforcement of the disarm- ament act. Gentlemen of the House of Commons : Itender you my thanks for the liberal provisions which you have made to meet charges of public service. My Lords and gentlemen, | acknowledge with thankful- ness to the Almighty the happy continuance during several weeks, of fine weather for securing harvest, which gives in many places reasonable promises of abundance. I am thus enabled to anticipate both a further revival of trade and some addition tg the revenue of the country fer the year; and I dwell with especial pleasare upon probable improvement in the condition of the people of Ireland who have so seriously suffered from previous failures of crops. I rejoice also to observe that notwithstanding the lateness of the period at which yon began your labors your undefatigable zeal and patience have enabled you to add to the statute beok some valuable laws ; refer particularly to your settlement of long con- tested questions relating to the subject of burials ; to the education act, and to an act for better determining the liabilities of em- ployers. Tothese I wouldadd the act relating to ground game ; the repeal of malt duty ; the saving bank act and post office money order act ;and the measures for bettering the condition of merchant seamen and pro-

viding for safer carriage of grain cargoes. 1

OnsttruaRy.—Fort Augustus has lost one of its oldest inhabitants in the person of widow Ellen Doyle, who died at the residence of Mr. Patrick Brogan, on Friday last, in the 86th year of her age. She was a good Christian, and died fortified with the last rites of the Church, which were administered by the Rey. Allan J. Macdonald, P. P. — Requiescat in pace.

AN insane woman named Mary McCarthy, escaped from the Asylum recently. She created a sensation at Hunter River yesterday morning by threats of incendiarism. Mr. Brown of that place, took her to the city last evening, and requested the police to take her in charge, but they refused to de so, Where- upon Mr. Brewn left her in the streets and Mary began speechmeaking. She was then taken by the police and ledged in jail.

SEVERAL macadamized streets of the city should receive the attention of our Commis- sioner. They are thickly strewn with sharp and heavy stenes which are very dangerous to horses. Complaints are made regularly of horses spraining their hocks by tramping on these stones. We hope the Commissioner will order their remova! befere fyrthes dam- age is dene.

The Sunday pight oyster train on the ald, Mr. William *W. Wellner, to Miss.

Baltimore and Ohio railroad ran into 4 calf near Fosteri, and was thrown from the track. The engineer, Wm. Sanderson, was jammed against the fire box and held there until he was reasted to death. The fireman jumped and was injured in such a manner as to render him insane, and he wandered into the woods where he was found. Six cars were demolished.
