Dominion Goverument,and other sources of revenue;—the City Council must, of necessity go direct to the rate payers for the money they require. It is impos- sible for the City Council to do as the Local Government does—i. e. do with- out levying for taxes.

The amount of taxes may, however, be large or it may be small, and it may be fairly distributed, or (as at present) unfairly distributed. It should, at all events, be consistent with the ability of the citizens to pay them. While we are bound to keep up with the times as well as we can, it is folly to think of having civic taxation here on the same large scale as it is in the wealthier cities continent. We can’t afford it.
