Se we shall have no mails today,—because the Government is too mean, with respect to this Province» to pat on « special train between Back- ville andthe Cape! There are thousands upon thousands of dollars to fritter away on “high jinke” at Washington, mi'lions upon millions to expend among the rocks and mountains on the Pacific Coast; —but pot 8 dollar to aupply the only means of providing ® continuows m ail and passenger service between this Province and the wainland,which, by the terms of Confedera- tion, the Dominion Government is bound to maintain.

“A Faruer,” whose letter, we publish to-day, has evidently giveo this subject a good deal of aitention—though net, as we think, enough attention to arrive ata right conclusion or a conclusion, in our farmers intereste. He intimates that the strict regulations enacted in some of the towns of some of the States, in respect to the test- ing of milk, have been relaxed because the price of milk went up. We submit that, from the farmer’s point of view, this ought not to be considered an objection.

While it is true that a majority in some of the States have condemned the regulations—a majerity often does things which ought not to be done—it is true alsothatthe more enlightened opinion in the States, and ia England as well, tends towards greater care as to every condition involving danger of infection by the germs of the dread dieease—consumption. We clip the following itm of news frem a contemporary of the 25:h of February: “The special tuberculosis-iavestigation Committee of the Britieh Medical Ae- sociation has just made a report, in which it suggests that the authorities should rot permit a house to be built unless it hasa dry site and dry foundation, and sufficiy space to allow free access of air an’! tight. It also urgesthe appointment , neat in- spectcrs, and the ¢Fr ction of public

The London Times and other organs of public opinion in Great Britain have recentiy ieveted much attention and space to this matter ; and it is evident from what ie going Onthatthe people of the great towns in Eng'and—the great markets of our cheese and butter—have reacbe! con - clusions favorable to milk and the pro- duets of milk which have passed the tuberculin test. This beicg the fact, would not eur position in the British mar- ket be greatly strengthened if it were known and advertised that :ll the cows in this Province had, by actual test, been proved to be free from tuberculosis—if it were known that butter and cheese from Prince Edward Island were absolutely beyond the suspicion of taint from con- sumption.

We put this qneetion to ‘A Farmer,” and to aj] farmers ia this Province. If it be answered inthe sflirmative, then the reasonable, businesslike step to take is, evidently, certair ly, to, have the test applied- This step will be taken with the greate, confidence im view ofthe fact, stated bya “Summerside Reader,” and endorsed by “A Farmer,” that only two cows in this Pro- vioce out of five bundred likely victims of tuberculosis,“‘re-acted” upon the applicatioa of the tuberculin test. Surely our farmers will not fear loss of stock if, at the most, only ‘one cow in two hundred and fifty cap be found to be infected !

To this connection we may be permiited to say that Dr. McLeod was quoting British statistics, and referriog to cows in Great Britaic—not those of Pringe Ed- ward Island—when he #pokeof the larger percentage of infected cattle. Here we have reasou for believing that the cases of tuberculesis in cows are rape, Why not, then, satisfy the carefy] British b8*er wpon a point about which he i* jast now exer~ dieed, and So indtice him to offer a higher price for our butter and cheese ?

Remember that the teat, juet now, may be applied withoat cost on the part of any farmer.

A large and representative gathering of the Liberal Conservative Association of the Fourth Dietrict of Queen’s was held io the Public Hall at Kidov,on Wednesday the let inst. Mr. James Nicholeon, President occupied the chair. In calling the meet~ ing toorder he referred briefly to the political evente ofthe past year, and said never in the history of Canada as a Domia- ion or Privce Edward Island as a province was there #0 much political corruption carried on,neyer was our Education depart~ ment #6 prostituted, never was it so bard fortLeopponeat of agovernmentip get justice in our courts of law. In bringing io aclose his opening addrese, Mr. Nicholson urged the Association to per- fect the organization of the party and if they did he would be no prophet that coul¢ not see Belfast lining up in the Conser vative column at the first opportunity.

Mr. A. A.McLean, Q.C., being present, was called on by tne President fora speech. On going forward he was greeted with rounds of applause. Mr. Mc- Lean said that he was not present for the purpose of making a speech, but had come to aid in the better organization of the Fourth District. At the last general election he was beaten by only 18 votes, 36 counting the specials. Had the Conser. vatives been as well or nearly as well organized as the Liberals the reeult woull have been diff rent. Mr. Wood and himself would now represent the fourth district with substantial mejori- ties. Hethen madea statement of the fioances of the province, showing how we had lost ground under grit mis rule, and ty reference to different matters in the government of thie province he clearly showed the incapacity of the pre- rent so-called Liberal party and said that it was juet a8 important a duty for Liberal-Conservatires to talk politics aud expose the barefaced corruption and scandalous mismanagement of the present government as it was for them to go to church. Mr. McLean’s speech was loudly applauded.

Mr. Henry Wood spoke in his usual humorous style and brought his remarks to a close by saying that he was well pleased with the day’s proceedings.

Mr. F. B. MeRae eaid that this was a practical age, there was no piace for the idler or the dreamer.

Until occasion tells him whatto do;

And he who thinks to have his task marked out

Shal! die, and leave his errand unfulfilled.

This applies to a number of men or a party in the same sense that it does to an individual.

If the Liberal Conservative party is

-ever again to guide the destinies of this country, its adherents mus’ be up and doing. He was sure that the results of this day’s work would be to place the party on a better footing and call upen the Liberal-Conservative electors of Belfast to turn from the past with all of its defeats pq «<Sisapointments and face the future and victory. mr. McRae’s eloquent speech was well received: :

The following gen'\lemen also made short speeches which were practical and hopeful: William Murphy, Alex. Anderson, W. G. McDonald, John M. Grant,Seymour Young, and Edward Murpby.

A vote of thanks was then tendered the retiring President and Secretary. Both made suitable replies, after which the Association adjourned subject to the call of
