At the afternoon session Hon Mr. War- burton’s motion carried and the House went into committee on the Sewerage Bill.
Hon. H, C. Macdonald pointed out that while the Water Commissioners, under the meaeure before the House, had ihe addi tional duties of Sewer Commissiovera imposed upom them the qualification had been reduced so that a man who paid $200 rental was eligible for the office. He thought the qualification under the new Act skould at least be equal to that under the Waterworks Act. The bonds had also been reduced about 100 per cent. Under the Waterworks Act a bond of $10,000 is required while under the present bill only $6,000 is necessary notwithstanding the fact that the responsibilities of the office are ta be very materially enlarged, He thought the bond should remain the same as at present, at ieast while the work was in progress. failed to see the necessity of another elec~ tion, as provided by the bill before the House, and expressed the opiaion that the present Commissioners were well qualified to construct the sewers. Mr. Macdonald concluded his remarks by moving that all after the word ™ that” in section | of the bill be struck out and the tollowing inserted in lieu therecf :— The Water Commissioners for the City of Charlottetown, as elected under “*Char- lottetown Water Works Act, 1288,” aud their successors in office, shall be a body corporate under the name of “The Com. missioners ef Sewers and Water Gupply,” and in addition to the powers vested in them as a body corporate under the fore- going act they sball have all the powers necessary to enable them to lay out, dex sign, construct, maintain, aud operate a system of sewerage hereinafter mentioned; and aj! buildings, pumping stations, tanks, particular sewers, under- dra‘ns, erections, attachments and appli- ances connected therewith, avd to entirely manage and control the same and carry out all and every the powers and duties conferred on them by this ect, and for that purpose to employ all engineers, surveyors, eervants or workmen of every description required for the due perform -

Section 1 as it appears in the bill reads as follows:

Hon. Mr. Warburton said the amend- ment was very sweeping in iis character and he would like to coosult with the Mayor and Councillors before taking ac tion in regard to it. He snggested that the section stand over for the present.
Hon. Mr. Gordon spoke of the import~ ance to the people of Charlottetown of the bill before the House. He thowgbt that the people of the city were fully com- petent to decide who should represe: ¢ | them on the Board of Commissioners. He believed the time had gone by fcr measuring a man’s ability by the Jepgth of his purse. He favored the section as it etood in the bill.
Hon. Mr. Macdonald ssid he opposed to the election of all the Coim- missioners at theone time. By this ar» rangemert greenhorns might be elected each time.
Hr. Shaw agreed with the remarks of the Leader of the Opposition, He could not fall in with the ideathat good men could not be obtained at the reduced quaii- fication. He believed the present Com- | missioners were competent men, but the people should have an opportunity of saying who shal! be members of the com: bined Board If the people wisb the present Com missioners retained they may re~clect them.
Mr. Lefurgey thought that whatever
Commissioners were elected should remain in office until] the sewers were ail com- pleted. « Consideration ot section | was then ae- ferred for the purpose of consultation with the Mayor and Council. Section 2 was also stood over with the same object in view.
Section 3 was then taken up.
Mr. D. A. McKinnon thongbt that there should be three Sewerage Commissioners distinct from the Water Commissioners. These three would have their hands full.
Hon. Mr. Warburton thought that as the waterworks and sewerage were insepar-~ ably connected they should be managed by the one board.
Hen. H. C. Macdonald said that the duties of the Water Commissioners are not extensive atthe present time. The present Commissioners are well qualified to construct the system of sewers. They are familiar with the entire eysiem of waterworks and know where al! the pipes are jaid. :
Section 3 was then put and carried, and before recess was taken at 6 o’clock several other sections passed.
Atthe eveniog session committee was resumed, aod after passing several sections progress was reported.
Hon. Mr. Warburton moved the third reading of the bill incorporating the New London North Presbyterian Church. The motion carried and the bill passed,

pipe within the bi, ...g0t wonder if the great smokestack was filled with smaller stacks, one for each boiler. As a matter of fact it is not so filled, but there is within it a smaller smoke pipe eglled the donkey stack, which is the chimney for the boiler of the donkey en- gine, which is used when the vessel is in port in. hoisting cargo in and out. It is from this pipe that the small column of smoke is seem to issue.
The donkey stack is placed sometimes against the forward inner side of the big stack, sometimes against the after inner side. It may be a complete pipe, or it may be formed of iron in the shape of half a pipe, with flanges riveted to the main pipe.
If a single one of the large boilers were used, as it might be when the ship is in port, it might be connected with the donkey stack, but in their regular and common arranpgement and use the uptakes of all these boilers run into the great chimney, whose whole interior is open, except for the braces running across it to strengthen and support it.
The chimneys of all large steamships, however, and of many other steam ves- sels as well are built double, with an inner and an outer shell, with a space between varying according to the size af the vessel. It may be from five to ten inches. The primary purpose of this chamber around the smokestack is to afford ventilation for the engine room and the stokehole. In at least one mod- ern passenger ship ventilating pipes from the passenger quarters have been carried to these chambers. Incidentally the space between the shells helps to keep the stack sightly, for thus con- structed the chimney is cooler on the outside than it would otherwise be, and so it holds paint the better.—New York Sup.
