Dear Srr,—It must be apparent to the most superficial observer that the machinery employed in governing this small and com- paratively poor Province is entirely too cumbersome and expensive. Every year our ‘‘assembled wisdom” costs thousands of dollars in making laws that bring burdens instead of blessings to the taxpayers. The sole object, which representatives, having control of our affairs, appear to have in view, is the making of new laws, as if we hadn’t too many laws already on our Statute Book. Direct taxation is not acceptable, under any circumstances, to a large propor- tion of electors in our rural districts. While a certain amount of taxes are necessary in order to carry on the business of the coun- try, they should be levied in the way least objectionable tothe people and the most likely to be attended with the best possible results.

That the present Local Government has forfeited the confidence of the people is evident. At large and influential meetings held in the various Electoral Districts throughout the Island, resolutions, strongly condemnatory of the Acts passed last ses- sion, have been in almost every instance unanimously carried. At most of these meetings the Government, after being cen- sured, has been asked to resign. It re- mains now to be seen whether the Premier is a true representative of the people or not. If he really is what he has before new _pro- claimed himself to be—‘‘a Liberal of the

In the event of the present Government yielding to the pressure of public opinion and the well-understood wishes of the peo- ple, a new government, representing the ‘more advanced views of the Liberal-Con- servative party will, it is hoped, be organ- ized.

Every party, on appealing to the people at the polls, should publish an outline at least of the policy they intend to pursue. Here are a few planks for the new plat- form :—

First. Reduce the number of members for the Lower House to one-half. Fifteen intelli- gent men are quite capable of doing the Legis- lative business of this Province. Perform the same operation in regard to the gods of the Upper Chamber. Some are of opinion that the Legislative Council might be abolished al- together, but perhaps dividing their present number by two would be more acceptable to the electors generally. ry

Second. The Public or Queen’s Printing to be let to the lowest tender.

Third. The offices of Superintendent of Ed- ucation and Civil Engineer to be abolished. Let the Secretary of Education do the work of the one, and the Superintendent of Public Works that of the other. The office of School Visitors should also be dispensed with. At present we have three worthies, receiving fat salaries for visiting the schools in their several Counties twice a year, for the sake of hearing a few lessons and aes a social chat with the teachers, Do away with these humbugs by all means,

Fourth. Repeal the present Road Act.. Let the farmers and young men, instead cf bein compelled to pay a heavy poll tax, be allowe the privilege of working on the roads or pay- ing commutation money as they may see fit.

Fifth, Lessen the number of Government officials and reduce the pay of office-holders necessarily employed. oy

Sixth. Either repeal the Assessment Act al- together or levy the taxes equitably. Above all, make the Act so as to include the towns and incorporated villages. In valuing land property care should be taken not to tax @ man for his improvements. The owners own estimate as to the value of his property should be taken, on oath, as the fairest valuation. Who has a better right to know the real value of cultivated land than the owner or tiller of the soil himself ?
