The negotiations on the Eastern question are progressing more favorably, and there are strong hopes now of a satisfactory ter- mination at last on the armistice point; Russia has already consented to a prolongs ation of the term to a second six weeks, which Germany has endorsed, advising other powers todo likewise. The liberal press of Germany has been expressing very decided Opinions against the conduct of the Turkish reforms being under Ruasian supervision, and urging that England should undertake their direction. Austria has reiterated her policy of peace. The state of affairs in ser. via, though no actual fighting has taken place within the past few days, is anything but encouraging. A serious crisis has ap- peared in the Cabinet, caused by the resigs nation of the War Minister, and the troops in the field are suffering the most severe privations; out of this is reported to have grown another appeal to the powers for their intervention in behalf of peace, though contradicted by a latter telegram.

1 am also strongly opposed to any inter- ference by the Dominion Government or House of Commons with the question of Education; and while in justice [ feel com- pelled to remember that the famous Section XI of the North-West Act was not intro- duced into the Bill by the Government, but was an amendment carried unanimously in the House of Commons, still I cannot, as one, absolve the Government from al! blame. I shall oppose, if elected by you, any such interference or legislation in the future, and shall insist that the Constitus tion of our country which which gives the loca! legislature exclusive right to legislate upon the important question of education be preserved intact i spir// as well as in letter.
