Riza Pasha scems to have shaken off his apathy and is concentrating at Goueca, and sending thither ammunition from Scutart, which looks as though he was preparing for all emergencies. This may have som: effect on the population and the league, CARAVOSA, Sept. 2o. Admiral Sey:cour will have to-day de- finitely instructed the Prince of Montene- yro, who will order an advance on Duleigno. All Foreign Consuls have been withdrawn from Scutart. Crertinos, Sept. 25. Admiral Seymour has returned to Gra- yosa with special delegates attached by Montenegro, to the Commander of the In- ternational Sqiadron. Seurari, Sept. 26. Austrian Consul recently invited the Al. banian Chiefs at Dulcigno to come to Scu- tari in order that he might represent to them the necessity of the surrender of Dulecigno but the Chiefs felt more than ever determined to resist. GkAVOSA, Sept. 26. Ships which sailed to reconnoitre <Al- banian coast have returned to Ragusa. Al- banians are flocking to Dulcigno in great numbers. Mlontenegrins will postpone hostilities until Turkish troops are with- drawn. Montenegrins are ready to engage the Albanians but do not wish to fight Turkish regulars. The departure of the International squadron is said to be sus- pended in consequence of fresh negotia- tions started by Montenegro. CONSTANTINOPLE, Sept. 26. Count Vou Hatsfield, the German Am- bassador, has had four hours interview with the Sultan and vainly tried to per- suade liim to consent to the peaceful sur- render of Dulcigno. The Sultan replied in terms similar to those of the Porte’s last note, refusing to order the surrender unless the Naval demonstration was aban-

doned. Connt Von Hatsefield has invited the Diplomatic body to a meeting to discuss

the situation occasioned by the above in- terview. Lonpon, Sept. 25.

Parnell is at present in England consult- ing eminent lawyers on the subject of the rumored Government prosecution of mem- bers of the Land League, but will reach Jreland in time to attend the land meeting at New Ross on SuffGay. The agitators declare they will keep within the law.

A telegraia from Galway repcerts that Lord Mountmorris, a small land owner, who was on bad terms.with his tenants had been found murdered near Ballarrobe. He had receive six bullet wounds.

Lonpon, Sept. 26.

Land mectings were held to-day at Kil- rush and New Ross. Ten thousand per- sons were present at the former meeting. Parnell attended at the New Ross meeting, at which 20,000 were present. Parnell de- nounced ths Liberal Government for fol- lowing in the footsteps of its predecessor, and said that nothing but the abolition of landlordisri would lead to a satisfactory settlement of the land question.

The Accrington Strike Comittee, in conjunction with the Wages Committee, have resolved to advise the Accrington operatives to keep working a little longer in order to give employers a chance of car- rying out ‘heir promise of an increase of wages. Delegates from North and East Lancashire met at Blackburn on Saturday and empowered the Wages Committee and Local Committee to deal with the dispute in any manner they thought best.

Archbishop Guibert has published two Jong letters, the first addressed to DeFrey- ginet, on the 6th, and the second to Presi- dent Grevy, on the 15th inst. The former protests in the name of liberty against the religions (lecrees, and points te many acts of charity performed by the Orders under his control. The second letter is similar in substance and tone.

M. Raynal, member of Chamber of De- puties for Gironde, has accepted the order of Secretaryship of Public Works, and M. Horace Choiseul, the under Secretaryship of Foreign Affairs.

A London special says, ‘It is believed that Admiral Seymour's fleet will arrive before Dulcigno on Tuesday ; that Monte- negrins will be landed under the guns of the fleet, and take the town, but it is con- jectured that the Albanians will fulfil their threat and burn the place.
