The Governor General's Speech.

Orrawa, Feb 3.—Lord Aberdeen opened parliament at 3 o’clook today. The weather was excellentand the attendance large. There was the ueual escort from the Princess Louise Dragoon Guards that accompanied the Vice-Regal eleigh from Rideau Hall. The Guard of Honor wae drawn from the Governor General’s Foot Guard,s which received His Excellency upon arriving at the Parliament Builcings and the salute was fired at Nepan Point by the Ottawa field battery.

The Senate Chamber was crowded with a brilliant assemblage and His Excelleacy delivered the following speech from the throne:

Honorable gentlemen of the Senate: the House of

Honorable gentlemen of Commons : I have observed, with great pleasure, the remarkable advance in the political

importance and material prosperity of Canada during the year which has just closed.

The loan recently negotiated has shown that the credit of Canada has never stood so high in Enropean’ mar- kets, and affords reasonable grounds for expecting that the burdens of the peoole will, in the near future, be materi~ ally reduced by the substitution of a mueh lower rate of interest on the indebteduese than that which now exists.

I congratulate you upon the exceedingly cordial reception accorded to the repre- eentatives of Ganada at the Jubilee cere. monial, and also upon the warm apprecia- tion manifested everywhere throughout the Mother Country in reterence to the con- duct of Canada in materially reducing the rate of duty upon good3 imported from the United King.em in to the Dominion of Canada.

The action of the Imperial Government in denouncing the treaties with Germany and Belgium also afforde most :a‘isfactory evidence of their desire to facilitate your efforts to Spr mote the closest possible commercial! relations between Canada and the remainder of the colonies, and will, [ trust, contribute materialiy to the develop.
