“Foreign Office, \Mareh 11.—I have the honor to acknowledge Your Honors’ telegram, dated March 5th, from Bleem-~ fonteiu, of which the purport is priaci- pally to demand that Her Majesty’s Gov- eroment shall recogaize the ‘inconteatible independence’ of the South African Re- public and Free States ae ‘sovereign inter- national states,’ and to offer on thovre terms to briog the war toa conclusion.

Suddenly, at two days’ noti.e, the South African Republic, after insuiny an insult- ing ultimatum, declared war upon Her Majesty, and tbe Orange Free State, with whom there had not been any discuacion, took a similar step. Her slajesty’s domin-~ ion’a were immediately invaded by the two republics. Sige was laid to three towns within the British trontier, a large portion of two c2lo ites was over- run with great destruct oa of property and life, and the Republics claimed to treat the inhabitants of exten3ive proportions of Her Majesty’s dominione as if those do- mivciens had been annexed to one or the other of them. In anticipation of these operations the South{African Republic had boen accumulating for many years past military stores oa an enormens sécale, whieh, by their eharacter, could only have been intended for uee against Great Britain.
