Yaxrmovras, March 13.—Io a thick fog at 330 o’clock yesterday morning the splendid new steamship Castilian, of the Allan Line, etruck om the Gannet Rock Ledge, eleven miles southwest of Yar- ‘ mouth light, and will probably become a

The engines were immediately re- versed but could not budge her from her position

She held bard and fast swinging around only with the tide, with tbe surf-beaten gannet rock looming upto the nor.h iwo miles astern.

The Castilian struck at low tide and hung on the ledge abeutthe engine room.

All efforts to back her off proved un- availing.

The monster engines were powerless to move the luckless craf, acd nothing remained but to wait for daylight whena boai’s crew could be sent ashore for assist~ ance,

The passengers were ell taken off and brought to Yarmouth. The Castilian is valued at $700,000; cargo $450,000. She lies on one of the wildest spots of adread. ful coast of reefe, shoale and ledges.

The question in thie discussion and the ground= of complaint agatmst the government is not the crossing hetween Cape Tormentive and Cape Trsverse or vice versa. Every person knows that the cro-ing between tbese two poinis depends almost entirely on the state of the weather, for which the Government ts not account able. The men employed as couriers are experienced boatmen, and it is prerumed that they cress and re-cross at al! avail— able times. There is o railway from Cape Tor- meotioe which taps the Intercolonial at Sackville; and for some years past it bas been the cnetom to have the Island : mails sent to and from Cape. Tormentine} by this railway. Unfortunately, however, | for Prince t dward Island, it appears teat the control of this road ie in the banda of Senator Wood, who isa Libera] Conserva- tive. Forsome reason, best known to che Ottawa Government, a row has been raised between Semator Wood and the post office cffieials,and the resuli is that the carriage ofthe maile 1s taken away from bis ra:l way and given to certain Liberal friends of the Libera! Government to carry by horse tesms. These friende are unable to carry the mails with . any degree of regularity between Aulac and the Cape,and the consequence is that the Island mails both to and trom Cape Tor- mentine are delayed in the most ou.rage= Ous manner. Butthis ievot all. It hae been openly charged, and not coniradicted, that mail bags and mail boxes have been lost onthe road. It is against this ser- vice tv aod from Cape Tormentine, tbat the public is upin arms; and not against the crossing at the capes. Mr, Haszard must therefore see how valuable his state~ ment is regarding the complaints.

I am not unmindfal ef the fact that mail bags for this Island are almost daily left behind at Cape ‘ormentine. The exaet cause of this I cannot etate. I am ioformed however tat it is caused by the late und irregular bours of the arrival of of the teame at Cape Tormentine, which renders it impossible for the mail clerk at Tormentive to aseort the mail in time to catch the boatein the morning. If this is the correct causa, I would suggest that the maile be sent over whether they are sorted or not. Surely they can he sorted as will in the Charlottetown Post Office by a ijarge staff as by one overworked clerk at Cape Tormentine.

I, as an interested person, would like to have this matter discussed and dealt with independent'y of polit'cs. We all know that Mr. Haezard is a strong liberal, a relative of Sir L. H. Davies, who is really the one to blame for all the mismanagement; and when we see ared herrivog,io the shape ofa mi-leading statement, drawn across the track, ove cannot help coming to the conclusion that ao attempt is being made to deceive the public and,for party reasons, to shield the responsible parties.
