.Applic:-ition has been made by interested parties for a recount in connection with the recent plebi- scite held in Crapaud under the Village Service Act,it was learned yesterday.

The plebiscite. which favored incorporation under the Act by a vote of 45-26. was taken on May 22 by Queen's County Sheriff John F. Benton. the scrutlneers being Messrs. George Watson and Rob- ert Dawson. Miss Jeanette Harvey acting as clerk.

It is understood that the applic- ation for a recount. being referred to the Lieutenant Goveriior-in- Council. will come before the Su- preme Court under the Judicature Act

WASHINGTON. June 15 --(AP) -The Federal Bureau of Investi- gation tonight atrested an American

chemist at Syracuse. N. Y., on espionage charges -- the second such arrest in the United States

in less than 9. month.

A Justice Department announce- ment said Alfred Dean Slack, 44. formerly employed at an ordnance works at Kingsport, Tenn., had been taken into custody as an ac- complice of Harry Gold in obtain- ing defence secrets for the berse- fit of Russia.

Gold. a Philadelphia chemist. was arrested there May 23 and charged with passing atom-botnb secrets to Dr. Klaus Fuchs. the British scientist who has since been imprisoned in England.

J. Edgar Hoover. F.B.I. director, said in tonight's announcement that Slack has been identified as a contact who supplied classified (secret) information to Gold at Kii-igsport in 1943 and 1944.

Stock at the time was employed in the Holston. Ordnance Works at Kingsport.

Hoover said that Slack has ad- mitted turnirig over 9. saitnple ofa powerful new explosive which was being manufactured at Kingsport. and has also confessed to furnish- ing Gold with "highly classified”

information on the manufactur- ing involved. The announcement said that

Gold in turn passed the data and the explosives sample "to his Sov- iet principal. semen M. Semenov.'

The announcement served to identify Semenov as the myster- ious Richard Roe. alias "Sam." who was named in the spying indict- ment retumed by a Brooklyn Grand Jury against Gold several days ago.

Hoover said Gold knew Semenov only by the name of ”Sam," and that "sa.m's" real identity was subsequently established through F. B. I.. investigation as some- nov.

Semenov at the time. the an- nouncement said, was an employee of the A.'.ntorg Trading Corporat- ion. Soviet business contact in the United States.

Semenov left the United States in September. 1944.

Haze Pull in Pacific Being Blown Away

HONOLULU. June 15-(AP)-A haze pail which shrouded Hawaii and is vast mid-Pacific area for three days and nights was being swept away today by a northeast trade wind.

The skies were blue over Hono- lulu and most of the Hawaiian Islands. But on the west coast of the Island of Hawaii. near erupt- ing Manna Lon. Roy Essoyan. Associated Press correspondent. said the haze persisted.

Consider Sabotage In French Airliner Crashes

PARIS, June 15-(AP)-The crash of a second Air France Sky- master in the Persian Gulf last night led to strong suggestions to- day that the lost airliners may have been sabotaged by Indo- China rebels.

Eighty-live persons were killed in the sister planes under almost identical circumstances within less than three days.

Weather was bad in both cases. But there were no suggestion; of distress when the planes last six- nalled for landing.

Sabotage is commonplace in the long-fought war between the French-sponsored Vlet Nam state in Indo-China and the Commun- ist-led forces of Ho Chi Mlnh.

Asked about the posislbllty of sabotige. an Air France spck : nan here said that theory "could not be excluded." '

French authorities insisted. how- ever. that strict security is main- tained over planssto guard against sabotage on the airfield at satgon. where both planes started their til late to Paris. , .

Five persons were saved and 40 killed in the first plane crash ear- ly Tuesday. when a storm was lashing the Persian Gulf.

Thirty-nine were killed and is survived the second last night. when the gulf weather was calmer but still stormy. Among victims of last night's planes were 11 chil- dren-four in one famiiynihree in another.

Pilots of both planes lost their lives. some crew member. were saved from each.

The veteran Jean Sladelt. war- time French resistance hero and dean of Air France pilots. died in a Bahrain hospital yesterday after being picked up with five others after the first crash. Robert Plu- mont. pilot of the second, appar- ently was killed outright.

OTTAWA. Jufie 15-(CP)--De- fence Minister Claxton and Sen- ator R. 13. Homer (PC-Saskatch- ewan) clashed today on the issue of whether Canada should plan for war in peacetime.

In any event. there will be no peacetime conscription.

Senator Horner told the Senate committee on banking and com- merce that Canada had a right to be told how men would be mobil- ized in event of war. The present method. he said. was "shameful and diabolical."

During discussion of a clause in the National Defence Act. relating to wartime organization of Can- ada's armed forces, Senator Hor- ner said:

"I don't want to see the sort of national crisis we had in the last war. with plebiscitea on conscrip- tion- and ll)-year-olds being asked to take the place of full-grown men at a few minutes' notice. We should be told now how our man- power will be used."

Mr. Claxton said the metho& to be used for raising forces in the event of another war would be decided by "the Government of the day...

He added:

Inquiry Re Fishermenis Loans To Open July 4th

The Commissioner appointed to inquire into the operations of the Fisherman's Loan Act, His Hon- our Judge J. Sylvestre Desftoehes. will open the Commission hearings in Charlottetown on Tuesday. July -1, it was learned yesterday.

Mr. J. O.C. Campbell, K.C., Dep- uty Attorney General, has been appointed counsel for the Com- mission.

First witnesses to be called at the opening senion will be Hon. B. W. Lei-Vage, first chairman of the Fishermeifs Loan Board, Mr. Marin Gallant. who was chairman for a period while he was member without portfolio in the Provincial Government. and Mrs. Kathleen I-Iigson, clerk-stenographer for the Board.

It is expected that between twelve and fifteen sittings of the Commission will be held in dif- fercnt parts of the Province. in- cltriiling all the principal fishing ce tres. The hearings will be car- ried on over a period of three or four months, but in order to facili- tate the transcribing of evidence the Commission will not likely sit more than twice weekly.

At the opening session Commis- sioner DesRoehes will announce the initial part. of his itinerary. The first business will be the reading of his commission and terms of reference. and the tak- ing of evidence regarding the set- up of the original Board.

The inquiry will deal with the operation of the Board from its establishment in 1938 until Janu- ary, 1949, when the new Fisher- man's Loan Board was set up un-

Confession in Montreal Murder

MQNTREAL, June l5--(CP)- Police said tonight that the cook for a religious order had confessed to the Tuesda hotel-room murder of a Montrea woman giving as his reason: "She turned me down because I had no 32 left in my pockets."

Gerard Royer. swsrihy. 38-year- old. is held as a material witness pending an inquest into the death of Helen Bomwer. 37.

Miss Bomwer's nude. lacersted body was discovered by a cham- bermaid last. Tuesday in I .dtngy, downtown hotel room.

Police said both Boyer and Miss records. They added that fingerprints found in the hotel room were identical with Royei-'s and "we have no doubt this is our man."

R0 1- gave himself up to the R. C.M. . this afternoon and later was turned over to city police. Detectives said that Royer's state- ment said he killed Miss Bomwer "because I was too drunk and 1 got mad It her."

Police said that Boyer told them in his statement that he "picked up" the woman in a downtown hotel. "drank a lot. of.beer with her" and then rented a room at the (Grand Central) hotel.

After the strangling. the state- ment ssid.Royer left the hotel and he returned to his, job with the reigioue order the following day.

He said that he drank heavily today again and then walked into 11. C. M. P. headquarters to surren- der.

Police described Miss Bomwcr as a woman of many aliases who

Described by president Jonathan Meakins of Montreal. as "the greatest contribution to cancer treatment work in this country." the new John S. --Behind a barrier of silt and soft coal. five men were entombed and believed drowned tonight after a flash flood swept into the work- ings of Cadomin Coal Co. mine and plugged a connecting tunnel. , Twenty miners escaped, l The water came from a drain- age canal carrying water from worked-out parts of the mine. swollen by spring freshets and a 10-hour downpour. the canal plug- izecl and overflowed. Hundreds of tons or d-r-bris were swept into the tunnel.

Trapped were:
