We have no doubt that the Hon. Mr. Jones and those other disgruntled Liberals whom he represents have stated the truth and said exactly that which they believe. The question is, will they, when the time comes, vote aathey think? Will they cast their ballota for economy and the interests of the country at large, or will they atick to party and vote for the Gov- ernment which has forfeited their respect and confidence ?

SYSTEM OF STREET MAKING-

[n order that the care of streets may be reduced to a system the great need of the majority of towne at present is: (1) Capa~ ble oversight, so that work will be per~ formed on proper principles of construction snd in aceordance with carefully prepared plans. (2) The concentration of funds so that work of a permanant nature can be undertaken. An authority already quoted by Tae Examiner remarks that system, 28 applied to streets and pavements, is n¢¢ generally understood, although parallel with the construction of waterworks and sewers.” With the construction of a system of waterworks, a plan for the whole town is first decided upon. The required sizeof the pipe on outlying streets is estimated. Then that of the lines by which these are supplied is computed, and so on until the size of the largest mains is known, and a complete plan showing the size of all pipes required is laid down. The whole of this may not be constructed at one time but definite provision is made, and it is constructed in accordanee with the plan as required. This isthe care with water- works systems, sewersge systems, and should be the method adopted in the coa- struction of roads. A part of the operatives employed in the Wikulamoroschoff cotton factory, at Oreschovossijewo, near Viadimir, Russia, have gone out ona strike. The striking workman @ few davs ago became riotous and marched in force to the house of the manager of the factory, which they set on fire, the building being destroyed. Then they proceeded to the factory, where they forced open the safe and tvok therefrom 50,000 paper roubles which they burned. The manager of the concern fled, fearing that he would be killed by the rioters and it was eventually found necessary to call out the troops to quell the disturbances.

The Canadian Minister of Justice has under consideration a complex ease. Three railways, including the C. P. R., claim 2,000,000 acres of land, also a grant, in the Dauphin district of Manitoba. All three seem to have valid claims and the question isup for settlement,
