Rates of faxation Fixed—The Breastwerk at Richmond StreetjWest.

A special meeting of the City Conncil was held last evening, which was attended by every member of the Board. meeting was called to pass several by-laws and to receive the report of the Street Comunittee regard ng the connecting by breastwork of Richm nd and West Streete.

On motion of Councillor Johnson, the by-law adding to the by law for sanitary purposes was read a third time aud passed.

| It was ordered that said by-law be pub- lished for two weeks in Tae Examiner and Patriot newspapers.

On motion of Councillor Nicholson the

Councillors Horne, McCarron, Hughes and Johnson supported the amendment, and Councillors Nicholson, Taylor, Douse and Hooper voted against it. The Mayor gave bis casting vote against holding over the report.

A vote was then taken on Councillor Taylor’s motion calling for tenders, and

there appeared for the motion, Councillors Taylor, Nicholson, Douse and Hooper, and against it, Councillors Horne, McCarron, Hughes and Johnson. Mayor Dawson zave his casting vote against the resolution, explaining that it was not the Mayor’s place to give his casting vote in favor of the expenditure of public money.

Council then adjourned until half-past seven o’clock this evening, when the as- sessment bylaws will be passed and the estimates of revenue and expenditure sub- mitted for approval. The estimates are as follows :—

According to the official returns, the French customs receipts for the first four months of 1896 show increases of imports to the amount of 167,000,000 francs, and exports to the sum of 83,000,000 france, as compared with the same period of 1895. Businesa men in the United States are now in fear of the eff-ct on their affaires of the money planks adopted by the party National Conventions which meet within the next two months. At the time of the last Presidential election, the commercial interests were worried over the prospective changes of the tariff. A despatch from Havana to Imparchial says the government troops in Cuba are being reorganized, but pene of them can be spared to conduct operations against the rebels in the interior of the Province of Pinar del Rio, because of the risk the towns will be in of being burned by the in- surgents if the garrison is withdrawn.
