A special cable from Londun to the Globe says that the Merchant Shipping Amend- ment Bill, theugh brought by Howett, is prometed by Phinsoll. It d:ifers materially trom the last Bill, inasmuch as the pro- visions relating to bulkheads and carriage of live cattle are omitted. The mvasure prohibits deckloading with timber during the winter season.

An TstanpDer Aproap. — An exchange says: Mr. John Heartz, who was a few days ago elected President «f the Brick- layers’ and Masons’ International Union now in session at Toronto, is a Canadian by birth. He was born in Charlottetown, P E. 1., on Dec. 27 1855, and learned the bricklayer’s trade with his father. When seventeen years old he went to California, but times were very dull on the Pacific slope at that time, and he returned heme two years later. In 1876 he went te Denver, Col., where he has since lived, and where he has made for him- self a home, an envisble reputation and a snug fortune. Mr. Heartz took a lively in- terest in the affairs of the Iceal union at Denver and was tfe»surer of the organization for five years. Last year he was el cted vice- president of the International Union, and on the death of tne president, Mr. A J. Me- Donald in November last, he assumed the duties of that office, and conducted with such executive ability and dignity as to meri’ the honor of re-election.
