Perry moved to-lay for Perley’s :eport on the navigation of Cascumpec Harbor. He advocated his motion.

Senater Howlan made a similar motion in the Senate last week.

There was a row in the Commons on Monday on the correspondence of the Hali fax Herald. Samuel McDonald made an attack on the Herald for callmg some mem bers of the House donkeys. He was laugh- ed at.

In reference to Perry’s motion, Pope said that something more than a formal motion and speech would be expected by Mr. Perry’s constituents on this important mat- ter. Cascumpec was the best harbor in the Island, and needed to be improved. Mr, Pope made a long speech.

A discussion arose as to who had free passes on the P. E. Island Railroad. Mr. Pope said that the Local Government had all of them passes.

‘THe latest news from Russia is that hopes of a renewal of negotiatlons are destroyed, and war between England and Russia is imminent. It is stated that Servia will join Russia. It is said that the popular feeling in Berlin, Vienna and Paris favors England. tude.

Hon. Mr. DeBrots submitted the report of the Committee on Private Bills on the Bill to Incorporate the Provincial Grand Orange Lodge of Prince Edward Island.

Also the Bill to Incorporate the Starch Manufacturing Company.

Also a Bill respecting Zion Church.

THE ORANGE INCORPORATION BILL.

Hon. Mr. Srewarr moved that the Bill to Incorporate the Orange Lodge be read to-morrow.

Mr. Conroy moved that it be read a second time this day three months.

Hon. Mr. Stewart asked Mr. McKay to second his motion.

Mr. McKay did not see why he should be shingled out and asked to second the motion. He had not been consulted about the Bill.

Mr. CAMPBELL thought it rather un- courteous to ask Mr. McKay te second the resolution, especially as they had not asked him to serve on the Committee.

Hon. Mr. Davies replied in warm terms. He repudiated the imputation that the Bill was a Government measure. He said Mr. Stewart had a perfect right to ask Mr. Me- Kay to second the motion.

Hon. Mr, DeBtots said that, as a mem- ber of the Government, he knew nothing of the Bill. Had he been an Orangeman he would not, at this time, have asked to have the Bill passed. But as it was introduced, he thought Mr. McKay, as an Orangemen, should have seconded the motion.

Mr. McKay said that he regarded the request as a catch. Otherwise he should have acceeded to it.

Mr. Conroy’s amendmendment was lost on a division of 8 to 14. The motion passed on a division of 14 to &.

it was a fact that an offer had been made to | perform the service for less than $2,800.

| Hon. Mr. Gorpon said that Mr. Joseph Fairchild’s tender was for $2,800. There | was no tender lower than that of Mr. Fair- ‘child. He wanted the contract for ten years, but thought that, under pressure, he would consent to take it for five years.

Mr. ArRsENfAUX wanted to know whether anyone was in partnership with Mr. Fair child.

Hon. Mr. Lerurey said he yielded to the measure with reluctance, because he thought the tender was too high.

Mr. Weish thought the Province owed Georgetown the ferry. He believed the tender was high; but in fairness, George- town should receive some consideration.

Mr. Conroy thought the neighborhood of Georgetown required a steam Ferry. He hoped there was no ‘ ring” in the busi ness.

Hon. Mr. Goxrvon said in answer to Mr. Arseneaux, that he felt confident there was no “‘ ring.” If Mr. Fairchild will not ac- cept the contract, it will be offered to Mr. Moseley of Halifax. He contended that the ferry would be a great benefit to six townships, and was due to Georgetown.

Mr. L. McDonaup opposed the Bill. He thought it did not afford sufficient protec tion to the people.

Mr. McIsaae would support the Bill for the sake of the surrounding country. The debate was continued and the Bill passed, all voting for it except Messrs. L. MeDon ald, McKay, Campbell and Arseneaux.

Mr. Wetsu believed the Assessment Act could not be dispensed with. He thought it would be hard work to bring the accounts out square this year. His opinion is that in the course of ten years the assessment will be trebled. He said that no man will either have the pleasure or the pain of ever

Mr. ArsNnEAUx sharply criticised the Government for spending $40,000 more than they were authorized by Parliament te expend.

Dr. Rogrerrsox thought eur expenditure should be systematized. He contended that the salaries of officials should be re- duced, all round. He favored the abolition of the Legislative Council, and the reduction of the House of Assembly. He _ believed twenty men An ihe Honse of Assembly would do the work just as well as thirty. He was not satisfied that Charlottetown should be hedged round and absolved from Provincial taxation.

Mr. Hacxerr defended the expenditures of the late Government as necessary; and said he thought they did well to draw upon their capital, rather than to borrow money. The balance received from the Assessment last year—exclusive of the poll tax—-was only about $23,000. lf we had levied the old Land Assessment it would have yielded $18,000—leaving only about $5,000 addi- tional as the result of the Assessment Act. He pointed out that the Overseers of the previous year obtained only a little more than $30, while last year the Supervisors received on the average | $80 a piece, show- ing that the Government are steadily in- creasing their expenditures. He submitted the following statement of ordinary revenue and ordinary expenditure showing an excess of the latter—or in other wordsa real deficit of $29,184.05 :—

That they did not do so was extremely sus- picious. He taunted the Leader of the Government on not carrying out the econo- mical policy he advocated while in Opposi- tion. He condemned the extravagance cf the salaries of officials who unnecessarily crowded the public offices, and protested against the use of capital for ordinary pur- poses of Government. He said that im- ported officials had move influence over the Government than the people of the Province. It is, he said, all very well to build a new asylum ; but he objected to building a pal- ace for the Doctor and the Engineer. He said we are on the brink of a finan- cial volcano, and the Government is atill rushing on in its mad career. If they do not stop—if. they do not retrench and re- forin—they must carry the country to ruin. He thought the country was inclined to be indulgent to the Government; but the handwriting is on the wall, and the Govern- ment must retrace their steps or they will be hurled from power. He submitted the following resolution in amendment :

Resolved, That this House do not now ge into Committee of Supply; bat that it be re- solved as the opinion of this House that the welfare of this Province demands a judicious system of retrenchment by reducing owr Legis- lative machinery and curtailing our expendi ture in every branch of the civil Service with- out in any way interiering with the necessary institutions of the country, and that such a policy is necessary to prevert increased tax- ation, to restore the confidence of the people. and secure the prosperity of the country.

Mr. McKay entered into a lengthy criti- cism of the Public Accounts. He contend. ed that the country had no right to be called upon to pay for the higher education provided by Prince of Wales College. He commended the Press of the Opposition fer truly representing the feelings and opinions of the people.

Hon. Mr. Rorerrson denied that the Government had, last year, expended a single cent of capital. He contended that the increase of taxation could not possibly be avoided.

Mr. L. MeDonacp spoke at length. He critically reviewed the acts of the Govern- ment, and condemned them in vigorous language.

Mr. Farqcuarson referred to the fact that his District contributed more money than any other in the Island to the public Treasury. He expressed satisfaction with the Public Accounts as presented. The present Government has made a great many mistakes, a great many blunders. Still he had contidence in them. He blaimed the Assessors. He wished to see the towns included in the Provincial Assessment ; and the money distributed tothe various dis- tricts in the proportion of the taxes they pay. He spoke strongly against the Ballot Act, and detailed at length the wants of his district.

At about twelve o'clock, the House di- vided on Mr. Campbell's amendment, which was lost on the following division :—
