It follows, therefore. that there is no need to leap hastily into discus ion of all its implications.

Right away, though. one of its features has to he described as a TINY.- zler. Whether or not to smoke remains, thus, I matter for free decision. It need not be regarded by any of us as a "public duty". whether as a means of keeping tobacco farmers in business or as a handy way of helping to finance the government.
