At Montville, fifteen miles from Portland, Me., on Saturday evening, John McFar- land, a respectable farmer, his wife and grand daughter, were killed by one Rowell, an insane man. ‘The lunatic was afterward

shot and killed by a neighbor, whom he had

A Bergh is sadly needed for the protec- tion of the Indians. if he does not svon appear, they will be “‘ civilized” off the face of the—United States. The recent slaughter of the Cheyenne, who bravely died, is a hoart-sickening story, the more so as steps @>uld have been taken to render the butch- ery unnecessary, to say the least. There is to be an inquiry, but then it is to be prose- cuted by some of the officers concerned in ¢:e Cheyenne affair.

City Council.

The City Council met lest evening. Present : The Mayor, Recorder and Coun- cillors Beer, Morris, Stumbles, fyorne, Crabbe, Koughan, Peake.

The report of the accounts of the Corpor- ation of the City of Charlottetown, for the year ending December 31st, 1878, with appendix, containing a statement of vouch- ers for 1878 ; a statement of licenses issued; reports from Stipendiary Magistrate, and Chief Engineer of Fire Department, and report of School Trustees of Charlottetown, were received, and, on motion, ordered to be published.

@ time of the Council was taken up in the consideration of the report of the com- mittee appointed to revise the Act of In- corporation. There are many alterations siggested, and we will in a short time pre- ‘sent our readers with a report of them.

The Council adjourned at 10.20.

It is reported that the Toronto firm of Morse & Co. is likely to vet the railway contract. The firm is said to have large financial backing. The amount invested is about six millions.

Maritime Miscellany.

Important to Shippers.— The Buenos Ayrean journals of Nov. 30th, 1878, just received by Messrs. A. & S. E. Spring, contain intelli- gence that is of utmost consequence to shippers to South American ports. They announce the completion of Boca Wharf and the decree of the Governor fixing a tariff that all vessels must pay for wharfage.

To the uninitiated it may be well to premise that the harbor of Buenos Ayres is a roadstead, and all vessels have to be loaded and unloaded by lighters. There was a sort of creek on one side of the city, opening into the harbor, called the Riachuelo, and this creek has been dredged by the Government and a solid mole built at which vessels will now discharge. Up to the present time the charges have amounted to something like $125 for a vessel, and now the port and mole charges are to be added in order to make the Government whole for the ex- pense it has been to. In the case of a bark of 000 tons the tariff will be at the rate of 5 cents per ton daily, or $25 aday. It will a's» be seen that an entry fee of 60 cents is re- quired, thus making a total of charges that in the case of a vessel loading or discharging, and remaining, as it must, a considerable time, will amount to a sum that will eat a great hole infordinary profits, and where there is so little profit, if any, as lumber is now, will strike a great blow at the export trade. For vessels from 5 to 100 tons, 4 cents daily per ton; over 100 tons, 5 cents do.

Art. 2. Port charges shall only be collected once on the entry of vessels, on the following scale :

Sailing vessels, 10 to 50 tons, 10 cents; 5) to 100 tons, 15 cents; 100 to 150 tons, 30 cts.; 151 upwards. 60 cents. Lighters from the roads, 10 cents, Steamers, according to ton- nage, half Eo Sailing vessels, entering and leaving in ballast, half price.

Arts. 3 and 4. The Port and Mole of the Riachuelo is hereby declared open for the oading and unloading of ultramar vessels, ac- cording to the rules laid down by the National Government.

Art. 5. The Provincial Government will, for the benefit of the Statistical Department, sup- ply the Custom House monthly with a list of the arrival and sailing of vessels, also their tonnage, or whether loaded or in ballast.
