Lowpow, March 24, 4.15 a. m.— Lord Roberts’ main army continues wait~ ing at Bloemfontein.
The sentimental interest in the fate of Mafeking has intensified with Colonel Plumer’s forced retirement to Crocodile Pools where he was two months ago. Relief from the north dwindles down to im probabilities.
Lord Methuen is skirmishing with the Boers at Warren‘on, 16 miles away. Al- though seemingly in forée eufficient tafdo pretty much as he liked, he has not ad- vanced these five days. It is hoped that his military administration has a pleasant eurprise in preperation for Britishers by raisiug the siege witha etrong column of cavalry and a.tillery detouring to Mafe-~ king, while Commandant Snyman is drawn off to engege Colonel Plumer.
General French’s cavalry and mounted infantry, according to rumor, are fighting eomewhere east of Bloemfontein.
This suggests more Boer bad news, as Commandant Olivier’s commando, with 2,000 wagons, is reported on the Basuto- land froaotier toiling oothward toward Kroonetadt via Ladytrand.
This enormous wagon train is supposed to be monuing 25 milee a day.
General French’s cavalry posts stretch from Bloemfontein eastward to the moun- tains.
General Buller bas not vet moved in Natal.
The eighth division will go direct to Bloemfontein.
Lord Roberts’ effective disposal at the front in ten days hence wili be, it is esti- mated, 70,000, with a probalitity of mov- ing eastward, forcing the Boers to evacu- ate Biggarsberg Range and joining hands with General Buller before continuing the promenade to Pretoria.

Lonpoy, March 24.—Flve thousand Boers with 16 guns, on retreat along the Basutoland border,Sare in imminent danger of being hemmed in and meeting the same fate as Crorje’s army.
It is believed that a force especially despatched by Lord Roberts is chasing them, and that General French will head them off.
News of the fleeing burghers who are weking their way northward from Norvals point and Bethulie
and joining the Boers at Kroonstad, has been received from different points in their progress,
Yesterday General French was reported tohave located them south-eastward of Bloemfontein.
To-day word comes from Springfontein that they were in retreat north of Smithfield, and the moanted scouts

Little Change in Tariff—Taxes Kept High -A Big Surplus Expected

Orrawa March 24,.—Mr. Fielding made his budget speech yesterday. He begun by reviewing the statements of revenue and expenditure which Lave already been made puolic in the blue books.
Afier explaining the three millions of increesed expenditures and referring to the surplus of $4,837,000, Mr. Fielding affirm- ed that the current and capital accounts were kept the same as in former years. He admitted tha: the increase of the debt was larger than he had anticipated last year, but contended that the increase under the present Government has been slower during the past three years than during eighteen yearsof Tory rule and showed the artful purposes to which borrowed money was applied.
Passing on to the current year, Mr. Fielding estimates that the current revenue will pass the $50,000,000 mark.
He estimated that the expenditure would be $43,175,000. The surplus is thus expected to reach $7,500,000.

Island Recruits Left Last Night— Railway Station Crowded.
The railway station presented a very animated appearance last evening when the meu for the Mounted Police departed for the West. Among the recruits were two Prince of Wales College students and the college yeil was heard now and then. Yesterday six new men were enrolled, making the total number thirty-three. The men were in charge of Sergeani Byrne, who will take them on to Regina, A large number applied yesterday, from whom the last six on the fellowing list of those who left were accepted :
