the government is so concerned about the lag in Canadian in— dustrial technology it may dc- cide to use public funds to help finance the, development of new manufacturing products. pro- cesses and techniques.

He said Caanadian secondary manufacturing -— dominated by foreign subsidiaries and branch plants—has fallen far behind that of other industrialized na- tions in technological develop- ment. Yet such development was vital to Canadian cconom.c growth. It was in need of “rad- ical upgrading."

Mr. Drury said in the tact? oi this serious ‘development lag." the industry department now is actively exploring the possibil- ity of extending direct federal financial assistance to “promisv lng" development projects in private industry.

“This would be in line with the practice of many other .d- vanced industrialized nations and would offset to some extent the relatively modest level 0. our defence development ex~ penditurc. which. in other coun- tris. has served to underwrite technological progress in the Civil sctor."

The government. this year is supporting 45 defence develop- ment projects at a cost. of $19. 500.000. The projects range widely and include vertical take - off aircraft, navigation systems, hydrofoils and atmo- spheric sounding rockets. DELIVERED BY HAHN

". . . Solutions must be found in the very near future," Mr. Drury said.

'For. if we are to keep pace

with the dynamic taihnical and economic progress of this mod- ern world. it seems clear that we must seek to double or even triple the level of developmen- tal activity in industry as rap- idly as possible."

He envisaged a growth of 20 per cent for five years in in- dustrial research and develop- ment. as a target.

Mr rury concluded his speech this way:

‘Our task seems clear: We must create an intellectual cli- mate which will stimulate new ldeas. we must develop a bus- iness attitude which is recep~ tive to technological process and we must broaden and strengthen the creative capabil» ity of our industry. ~
