The Canadian Teachers’ Federation News- letter calls attention to one issue in the federal

election campaign in which its members are particularly interested. This is the subject of education, and particularly of Federal aid to

the Provinces in support of education. It calls attention to the fact that Prime Minister St. Laurent, speaking in Winnipeg last April, said he believed "strongly" that education should be a matter of Provincial jurisdiction;."but," he added, "that does not mean that it is not a na- tional concern . . . There is no greater national concern."

Since then the Prime Minister has been sil- ent on this issue. "Surely, now, when the par- ents of Canadian boys and girls arc being asked to choose those who will determine the policies of our Federal Government," comments the News- letter, "we are entitled to some elaboration of this statement by the Prime Minister. What does ‘his party, if elected on June Z7, plan to do about this great ’national concern’?

lt notes that both the CCF and Social Credit Party leaders have shown an interest in educa- tional matters. lt also quotes the following plank in the Progressiya Conservative platform: "The Provinces will not be relegated to the position of pensioners of the Dominion but will have recog- nized and assured tax sources which they may freely apply to the discharge of their constitu- tional responsibilities together with Federal grants on the basis of fiscal need for such Provincial matters as education, health and welfare." It quotes a recent statement by the Conservative leader, Colonel Drew, to the effect that while education was not in the Federal field of jurisdic- tion, a Conservative government "would see that the Provinces had sufficient funds ta make equality of education for all Canadian young- sters a reality." ~

"This action by Mr. Drew,“ comments the Federation Newsletter, "places added emphasis. on the need of a statement from Mr. St. Laur- ent. Where does theliberal party stand with respect to Federal aid to education?"

_ A Canadian archivist has proposed that the skeleton of Jacques Cartier, believed to have been unearthed in St. Malo, be transferred to Canada. This, he states, will be the theme of appeals to government officials in France. "If France will not consent, than perhaps they may agree to split-half in Canada and -half in France."

_ We can scarcely blame the French authori- tles if they look askance on this proposal. Many would regard it as an act of desecration. lt re- calls that Shakespeare is said to have forestall- ed a similar fate. There is a rhymed malediction on the stone that covers his grave in the chan- cel of the parish church at Stratford-on-Avon, directed against anyone disturbing his bones. Lo- cal tradition ascribes the rhyme to his own pen. At any rate he is among the few great English poets not interred in Westminster Abbey, where his most famous monument is to be seen. In the case of Cartier, who was a devout Catholic, his testing place in the cathedral of his native town in Brittany would seem on all counts to be the most appropriate.

The Canadian National Raillrays has releas- "ed some interesting details which have come to light recently in turning up some of the old re- cords of the history of the City of Halifax, which

They concern the early days of the Nova Scotia Railway, now part of the C.N.R., which was commenced in i854 and completed in stages from Halifax to Trura and to Windsor. The first section ta be opened was four miles long from Halifax to Four Mile House in i855.

lt seems that on this first line the farmers drove their horses and wagons to the railway station and there the wagons would be loaded an "platform cars" and the horses in "horse boxes." They paid freight rates for the horses and wagons but they themselves were carried free. At their destination they were unloaded and the farmer went on his way to do his business in Halifax. Returning home, he followed the same procedure.

As other sections of the railway were com- pleted the practice was extended to other areas. ‘But then the officials of the railway realized that it wasn't practical nor conducive to efficiency of operation and decided to discontinue this ar- rangement. There they hadn't counted on public opinion. Such were the protests that the service had ta be continued. ln fact, it wasn't until i867,

The joint U. Gerhart Eisler, who recently avoided extra- dition to the United States, is now in Czecho- slovakia. "l am now," he states, "in a country which is really freeand where orderly conditions prevail." He intends to study conditions in that state, of which he had not had previous person- al experience. Perhaps he was wise in express- ing the opinion first and making his enquiries afterwards.

The P. E. l. Industrial Corporation's M. V. Eskimo represents a new approach to Newfound- land trade. Present practice is to ship to St. John's and have distribution around the coast made by schooner or sinall coasting craft. Other things being equal, direct shipment to the out- ports should result in on advantage for island products.

"Strix" in the London Spectator is an opti- mist about the weather. Scientists, he writes, now admit that our planet is going through a cli- motic fluctuation. Winters ale getting shorter and summers longer, the-annual period of vega- tation growth is increasing and the common cod is moving steadily northward to provide meals for Eskimos who up until a few years ago had never heard of this dreary fish. lt can hardly be long, he concludes, before the Socialists claim credit for this.

Born at Mecca, of which city his grandfather was temporal and spiritual head, he founded the Mohammedan religion which prac- tically dominates Southern Asia and North East- ern Africa. His custom was to retire to a cave on Mount Hora for medi- tation and prayer, where he professed to have received from the angel Gabriel the first of those messages afterwards incorporated in the Koran-a command to preach the gracious reve- lation of the one true . The Koran of which the author, according to Moslem orthodoity was not Mohammad but God, was delivered to the prophet in Suras or chapters, and written down by his followers. These were afterwards collect- ed into the Koran as we have it. His missionary work was enforced by battle and the sword, and those nations and religious communities which failed to respond were ruthlessly wiped out, in-

Sin-In reading an account of the Liberal meeting of May 30 at Ellerslle I was glad to see that Mr. Forest Phillips, M.L.A., took up some time ln showing that our farm revenue has swollen to con- siderable proportions. But he did not state the amount of “blood, sweat and tears" that was shed to accomplish this. Mr. MacNdught then came with a toot from his own horn and advised all that can believe that he was responsible for such improvements as an alrportln Summerslde, reduced rates on the Borden ferry and the planking of the deck,—all with strong opposi- tion from the high officials-that grey should vote hlm back on June

I feel that Mr. MacNaught ls ask- lng for something impossible, be- cause the reasoning of the electors of Prince ls that a man of such ability and persuasion should be able to use his super-influence on behalf of West Prince and have some of their problems adjusted. or at least have some visible sign that he has tried. For Mr. MacNaught must re- member that. we have problems in this section as well as the other parts. These have been stressed and brought to the attention of the proper authorities and I am in- clined to believe will receive con- sideration ln due time. as they are the some agencies that were ln- strumental ln brlnglng about the improvements claimed by Mr. Mac- Naught. I refer to our Boards of Trade and Farmers Federation and other organizations. Of course, I will admit. that our Federal representative has the last say as to if and when these pro- jects should get the go-ahead alg- nal, as ls quite evident by the tim- lng of some of our latest election bait. But lt ls difficult to under- stand why our problems w e omit- ted. unless through an overslght— or should I say over-confidence. For I am quite sure that our freight zones are at. least worthy of mention. As has been explained an many ccaslons, we have pald much more in excessive rates than the amount suggested that our West Point. ferry service would cost. Han. Mr. Barbour used the New- foundland electlons as a portent of Liberal victory ln the Dominion campaign. Does he forget the Nova Scotia and Quebec by-electlona, where the people are conversant with the doings at Ottawa? The editorial in question was a rather weak attempt to detract from the effectiveness of Mr. Mathlesonh‘ letter. That it should fall ln this objective is obvious. and. because it made no pretense st justifying the questionable conduct of the hreunler, it. lost out ln the influence an editorial column should carry. Nor did it even offer extenustlng clrcumstdnces that alight esse the consternation of an average plastic. A person belonging to Charlotte- Town was yesterday fined, upon vlew, by William Fnrquharson, Esq., J.P., ln the sum of Ten shillings, for cutting Wood on the Lord's Day.

A second delinquent has been fined this morning for the above offense. on proof that his servant was seen cutting Wood on Sunday lest ln violation of the statute. We trust these examples will have the effect of preventing ln future such evil and illegal practices; and that the Magistrates will continue to lay the hand of the law an such of- fenders wlthout any regard to their rank or consequence ln society.
