Mr. Matheson. said that from what he understood from the contents of the bill. the Whole of the differential payments was to have been retained by the hospitals. “It looks to me." he said. “that the hospital is not being run under the terms of the bill. but under the terms dicta- by the commission.

He felt that if the hospitals had been permitted to retain the full differential. they would not find themselves confronted with such high deficits.
