Following is the text of the ad- dress on the freight rates issue by Dr. T.V. Grant, M-P. for King's, as given in Hanaard report o! the House o! Commons proceedings for April 2i:

Mr. speaker, my first observe- tion should bring applause imm all sides o! the house: it is that I am going to be very brief. I merely wish to make two correc- tions, with the necessary trrm- mings. That report is incorrect, be- cause l was sitting here‘ and watching the other two members. the hon. Liberal member for Queens (Mr. Douglas) and the hon. Liberal member for Prince (Mr. Mac-Naught) and they both joined 1n the applause, very en- thusIastlc-llly.

Mr, Graydon: Do you have to watch than that closely?

Mr. Grant: I do not have to, hut I happened to see them that time. Mr. Fraser: I hope you see the

Commend: Fair Treatment

I want to say that I em not finding fault with the Charlotte- town Guardian, as that peiper has been fair to me for some years; although it is a Conservative pa- per it has been quite felr. How- ever, I think they should qheck on their Ottawa, reporter, because this is not the first falsehood he has sent down to Charlottetown.

Next I should like to correct a statement made by the Tory member for Queens when he was speaking on this matter. He said that 'he and other members from the Maritime: had received scores

I took the troubfe to speak to the two Liberal members from Prince Edward Leland and I find that neither o! them received any letters or telephone calls. I have received no letters or tele- phone calls, but 1 did receive two telegrams, one front ‘the Board or Trade in Charlottetown, and m. other from the federation o6 agri- culture. {asked other members from the Maritimes whether they had received any letters and they said th had not. The Tory mrnlber for Queens was sknpiy exaggerating _ a thing which he always does for political purposes,

The Tory member for Queens stated his belief that the stories of the railroad ttfnployees should be increased. but he denounced the increase in freight rates, which was simply absurd. He did not tell us, as the hon. member for Charlotte (Mr. Stuart) so aptly said, what way they had done it when they were in power. When

I think we should have some understanding in ‘his debate. when an hon. member _gets up and makes a statement. twhether he takes it frcm an edi- torial or whether he takes it from his own mind, as long as he para- ‘rphrasea he ls perfectly within his - rights.

is that an hon. member must ex- ‘p115! his own opinion, It makes l no difference when he is express- ing the opinion o! some person out o! the house whether he reads. it or paraphrases it; the rule is‘ that he must empress only his own- opinion and not read a ccmmen- tary by omeone outside the house.

Mr- Chevrier: That is not the rule of the house as I understand it. The effect of your ruling would be that if I were to make a state- ment in which I quoted a tonn- er minister or another individual, I would not be within the‘ rule. Surely that is not the interpn-tsﬂ Lion to put ullwn the rue.

Mr. Deputy speaker: That is not the interpretation that I put on the rule. An hon. member may quote another hon. marnlber of the house. but he may not quote peo- ple outside this house who are expressing an opinion of what took place in the house.
