Competitive Examinations. (The Empire. ) There are some significant comments }upon the present competitive examination system im the current number of The Canada E.jucationsal Monthly, which excel- lent publication, by the way, presents at the same time a variety of opinions from different sources on the question, We should be inclined to think that The Mouthly is rather sceptical of the competi- ;tive system as now carried on, though its own comments are guarded, intelligent and discreet. What makes the subject of epecial interest is that the recommendation of the Royal Commission on civil service reform, favoring the application of the written competitive system to appoint- ‘ments and promotions in the service is now |before the Government. Posssibly the ‘question may come up fcr discussion in Parliament next session, In any event Parliament ought to weigh well the conse- quences before turning the whole service

the operation of the rule, being apparently of cpinion that a government might be capable enough of appointing a deputy-minister, but would break down over the choice of a first-class cierk. To some minds it will seem as if the homely proverb applies here, that what is good for the goose is good for the gander. If com- petitive examination is bad forthe system ofadeputy, the chances are it will dis- agree with other important officials in the service, A deputy minister is no doubt a very great personage, cf whom we desire to spesk in terms of the utmost humility and awe, but he is a human being iike the rest of us. Perhaps the politicians would lke to get rid completely of civil service pst- ronage, which is often vexatious and never satisfactory, If so, let us frankly know iv. We trust that the subject will get a thor- ough airing in Parliament before legisla- tion is attempted, for whatever part compe- tirive examination is to play in any reforms that may be instituted, the experience of our educators with the system ought tu be given greit weight. It is sometimes said that the worst that could befall would be to fill up the civil service with prigs. A prig often makes «a very capable and intel- ligent official, but there is not only no guarantee that competitive examinations weuld stop at prigs, but the chances are hugely in favor of the production of in- competents. If we have reached a point where Government of all kinds, federal and provincial, is held to be unfit to be en- trusted with appointments to office, the general public will be surprised to know it, ‘There need be no hesitation in making ex- aminatiors some test of fitness for certain duties, but that it should be the by ail and end all of filling vacancies in the public service is a serious proposition that cannot be admiited without question. eC rrnne —EEE

North West Territery Notes

We are now enjoying our most delightful season in the No:ih West Territories. The weather is b_autiful, warm, runshivy and calm.

Fall rains and winds are unknown here; eo that once the summer heat and mosquitoes are gone there are a few months when it is a veritable paradise for farmers, and |.u itsmen especi«l y; and even poets might find much inspirativa in our splendid valleys, for, as a gentleman who expected to fiud a pretty kvel read in a prairie country remarked: ‘‘If there are uo hills here, there are some tremendous hollows to get over,” and just now, sites our Canadian artist, Frost, who knors so well how to bring out tints, has performed hia annual painting, they present a gorgeous appearance, recalling to mind the lines in a North Western writer's poem on becoming a better Christian, —

** Whet did I see? what oft before Rested my gaze upon ; Our own dear prairie valley, Lit by the morning aun.

** Those soft green hills, that shining Jake, So beautiful anu bright, Seemed symbois of the Maker's love, While the vastness spoke of might.”

The lakes ara now the resort of thousands of wild ducks and,e se = Praire chickens abound everywhere, supplying plenty of game for sportsmen.

The crops are such that farmers can almost be known by the ser nity of their smile, as they calcuistea how many thousand bushels of No. 1 hard they are going to have.

Threshing is going on rapidly, with good returns of 4 first-class grade of wheat.

There has been no damage done by frost this year, s> that the crop, though not to heavy as last year, will still leave more good wheat in the country,—but the price is low, only 50 cents, with not much pros- pect of anything better as yet. Hay is plentiful.

Ranchers are moving back from this dis- trict. It is twenty miles to the C. P. R, from here, and the lend is all being taken up, leaving them not enough for pas- ture and hay.

The municipality has given a bonus toa railway t) be run about a hundred miles north to a coal field out there, and to con- nect with the C P. R. near Regina. It is to be completed next summer. The latest boom—and it is a big one—is the new coal town of Estevan. The coal is of goed quality, and plenty of it. Coffin Cranks.

The late Earl of Essex was buried in a cottin of oak designed twelve years ago by the deceased nobleman himself, who was a prominent member of the Funeral Reform Association. It had what is called ‘open trellis work” around it, and was filled with choice herbs and evergreens. There have been many people of reeent years who have had their coffin made to order long before the approach of death. May be the origi- nator of the fashion was Lord Nelson, who used to keep standing in the cabin of the Victory a ccftin that an admirer had pre- sented to him one birthday anniversary, and in this coftia his lordship’s remains were put to rest.
