The Pay of Dominion Officials in this Island.

Tur public accounts show very clearly that the Domivion Government have, in carrying ou the various services of the country, been practically economical. For iuvstance, the report of the Mivister of Customs proves that while the Customs revenue increased to the extent of eighty per ceut., aud the volume of imports io the extent nearly filty per cent., the cost of collecting the revenue has increased qgly about six per cent! Thus in 1878 the goods entered for con- sumption amounted in value to $9,199,- 577, and the duties collected to $12,782,- 824; but io 1883 the value of the goods entered for consumptiou;was $123,137,- 019. and the duties collected $23,009,582 ; yet. in 1878 the cost of collection was $714.527, and iu 1883 it was only increased to $757,245!

The ecovomy thus made cvident is commendable; aud we should iv res- peet to it have nothing but commenda- tion for the Government, if it were exercised in the same degree in all the Provinces. But it is not, as the follow- ing abstract will show :—

The average cost of the ports of Ontario is about $2,034, of Quebec, $4,468, of Nova Scotia, $1,110, of New Brunswick, $2,090, and of Prince Edward Island, $1,138.

It strikes us. that, in justice, there should be a readjustment of the amounts expended at the various ports ip the col- lection of the revenue; or if pot a read- justment, there should certainly be, as we-poiated out a few days ago, an inter- change of officials, so that those who Low occupy positions in the feworite ports may, for a time, exchange positious aud pay’ with those, who, for jast as good work, aid for just as hard work, receive much less reward.

It is no good éxcuse that fo the Grit petiod the disproportion in the pay of officials was still greater. Though the Grits added largely to the eost of the public service while the revenue was at ihe same time falling, and the country ina state of financial collapse, and though the Grits reduced the salaries of officials in the Island, while they largely incre*sed beth the pumber and the pay of officials in Quebec and elsewhere, the present adntivistration cannot be justified in respect to this matter, while they per, 4 mit the inequality aud injustice to con- linue,

semblage of contributors, those friendly to | the institution, consis ing of citizens, in cluding clergymen. besides ladies and gen- tlemen from the Royalty, and some from the couutry, most of whom brought with them donations of articles servicable to the H. spital, and all showed their cordial ap- proval of the undertaking, and the manner in which the Committee or Trustees ap- pointed for the purpose had carried out the intrusted to them. The building appears a very suitable and comfortable one, ad is capable of containing ten or | twelve patients, with ample ground for en- | largement in future as occasion may require, aud is situated in a very healthy and cheerful locality, just at the outskirts of ; the city, on the St. Peter's Road. The Rey. Dr. Fitzgerald having an- nounced to the assembly the object of the meeting, called on the Rev. Mr. Wadman to give outa hymn, and the Rev. J. Bur- wash tooffer prayer. After engaging in praise and prayer, the Rev. J. Rice read portions of Scripture snitable to the occa- sion, and} the Rev. E. Whitman gave a short address, very excellent and appro- priate. The report of the Trustees or Committee was thenread by C. Palmer, Esq., the chairman, who also made some remarks pertinent to the occasion, express- ing also the gratification felt by the promoters, and friends of the in- stitution, by the fa.t that already it had enlisted 80 large a porticn of public sympathy and support. The Dox- ology was then given out by the Rev. J. McLeed, after which the Rey. C. O'Meara pronounced the Ki neliction. The visitors then d spersed through the building to see the various roome. We give a copy of the report as affording further informaticn to the put lic. Tie contributors to the Prince Edward Islar.d Hospital, having appointed a Com- mittee of eight Trustees to select and purchase a suitable site and building for hospital purposes, the trustees unani- mously decided to purchase the property and premises in possession of Mrs. Haszard, and they duly authorized a sub-Committee to complete the purchase and prepare the building ready for the reception of patients, and to organize a proper staff of competent pe*sons to commence hospital duties. Tois Ci mmittee have the pleasure to report that they have completed their duties in @ man: er which they trust will be satis- factory to the contributors and friends of the undertaking. The institution, as at present organized, is governed by a temporary code of bye-laws adopted at a meeting of con- tribu'ors, to serve until an Act of Incor- poration shall be passed by the Legislature, when a meeting of ali contributors will be called to pass permanent bye-laws, and by their authority and provisions to elect trustees’ by whom the hospital will be governed. A medical staff Las been organ- ized, consisting of Drs. Hobkitk, Johnson, Taylor, Beer, Dawson and Warburton, who will kindly give their services gratuitously. The committee have also secured the ser- vices of Dre. Baguall & Robins, as dental surgeons to the hospital, as well as those of Dr. Leeming as analyst and microscopist. The staff at present employed are a keeper, a matror, and a trained nurse from Eng- land, the gross salaries of whom amount to $500 per year. The cost of the building so far is about as follows:

The amount subseribed to the hospital up to the present time, we believe, exceeds $5,000, of which theze has already been paid into the hands of the Treasurer and Savings Bank, $4,269.26. Ameng the con- tribntors we gratefully acknowledge $1,200 from Hon. F. R. Starr, of Echo Farm, Litch- field, Coun., U. S. A., and $500 from Mrs, Cumberland, of Bath, England, a lady who has many friends on this Island. The committee would have called the con- tributors together earlier than at present to a more formal opening vf the hospital, but applicants were pressing for admission before it was quite ready fer reception of patients, and it was deemed advisable to admit them. There are now three paying patients and pauper, The _ pro- moters of, this benevolence, in common with a large portion of the public, have long felt the desirability, if not the necessity, of a general hospital for the whole d«] ad, fo be governed by the wishes of those by benevolence it ia maintained, and while reeogaisiag thg fact that much eredit is. due to those who have organized and maintained the City Hospital, which has been of great service to 80 large a number of inmates, yet they coiceive that there is a demand, and ample room for a general Hospital for the whole Island, to be governed by rules, and ina manner which they shal think most con- dueive to ite welsare, apd to be under the patronage or inflnence of no partsensar da- nomination or ¢lass, all whic is. respect- fully submitt d.
