THE DUMB PAINTER.
The warm glowing afternoon of a Spanish day was waning to its sunset, | and the dimness of the room where Maraquita was sitting was lighted up by | little flecks of western rays that came| through the lattices and played upon | her white dress and the cool white of the marble floor. She was sitting upon! a couch of light constraction, the wbole being twisted from canes; while her small feet, with their delicate silken slippers, were resting upon another | coach of the same material. Around her swept the waves of her long black hair. which she was coiling and uncoil- ing alternately; now gathering the heavy masses into one or two long, rich | braiis, and then flinging down the wreath of tresses, until they covered her like a bridal veil.
The poor little Spanish maiden was evidently ill at ease. The clastic lounge, upon which her slender figure was supported, swayed and bent with nervous movements; and the pet dog that lay beside her, vainly trying to, lick her hand, seemed astonished that} ijt would not lie still long enough for the operation.

Max laid his paw on her arm, closed and unclosed his eyes, and looked as wise as some others might when ex- pecting a tale of contidence from a young damsel; but Maraquitas play- ful mood had passed, and she arose and paced the room with restless steps. ' By this time the sun had sunk out of sight, and the voice of Don Albert de Mona, calling to his daughter to be ready for a drive to the plaza, was heard, as he descended the stairs and knocked at the door.

‘ Well, the afternoon has been sultry,’ said her father. ‘Lie down and rest while we are absent. Shall [ call your maid ?’

Ah, Donna Maraquita, thy poor father is deceived, but thou canst not hide it to thyself that it is only to see the handsome painter of Logrono that thou lattest braiding thy beautiful hair—only to catch him, as he comes down the street in the twif light, and as he looks up with eager glance at the lattic, to throw a moss rose-bud at his feet. Thou knowest,to, that at that token he will venture to enter thy presence and that his lips will greet thee as the one dearest to his heart. Not with words will be greet- ing, but with another language, always understood—the language of kisses.
No, not with words—for the paint. ers friend. Nauaaette, is both deaf and dumb! But there is no need of words for lovers. And so it was with these two lovers; they met and parted, with only the soul’s telegraph «:gnals, and they needed no echo from their lips.
Donna Maraquita had beeninvited by a friend, some months before to visit the studio of Juan Fernandes Ximenes Nevarette, to see a beautiful painting of the Virgin which he had recently executed. This young painter, who was called Ef Mudo, from bis misfor- tune, was rapidly gaining fame, and| this very painting was the great step- ing stone to the public favor. The ex- cituble Sp aniards warmed with enthu- siasm at the beauty of the lead, which was said to have beon copied from that! of the artist’s mother, Donna Catanna[ Ximenes.
Among the many who visited the studio were Don Albert and his daugh ter. The beauty of his painting, the filial, admiring reverence of the artist in taking his mother’s head as a mode}, the ‘silent world’ in which he lived, all wrought upon the susceptable im- agination of the young girl, and from | thenceforward Ef Mado was associate || in all her dreams,
On his part the painter had been vision of beauty such as he thought he never before beheld; and yet it must have been only the sympathetic and cordial manner of donna Maraquita | that induced the thought—for,although | she was indeed noble-looking, and with & grace blended with dignity, yet so were many others,

A By-Law, Relating to Dogs aud the Taxing Thereof,
[Passed by the City Council, 4th Dec., 1878.} Be it enacted by the City Council of the Uity of Charlottetown, as follows :—
1. The owner or keeper of any dog or bitch within the City of Charlottetown shall report in writing to the Clerk of the City Court of the Stipendiary Magistrate, at his office in the said City, the name of such dog or bitch, in order that the same may be registered in a book to be kept for the purpose; and, here- after, whenever a person may become owner or keeper of any dog or bitch within the said Uity, he shall report the fact in writing, as nereinbefore directed, in order to have the name of the owner or keeper and the name of | the dog or bitch registered, —
2. A tax of one dollar shall be annually paid for each dog or bitch within the said City by the owner or keeper thereof, to the Clerk of the City Court of the Stipendiary Magistrate, at his office in the said City, on or betore the tirst day of February in each year ; and upon che owner or keeper neglecting or refusing to pay the tax herein imposed, he shall be prose- cuted for the same, and it shall be recovered
n a summary way, with costs, in the City Vourt of the Stipendiary Magistrate, and on non-payment thereof, the party convicted shali be confined in the Common Jail of the said City for ten days.
3. The owner or keeper of a dog or biteh who has paid such tax shall aflix thereon a collar, with the name of the owner or keeper and the registeredt number.
4. The owner or keeper of a bull dog or bitch shall not permit him or her to go at large unless suiliciently muzzled, to prevent his or her biting or doing mischiet.
5. Every fierce, malicious or dangerous dog or bitch shall be kept muzzled and chained by the owner or keeper, and not permitted to go at large.
6. No owner or keeper of a bitch shall suffer such bitch to ran at large during the season of her being in heat.
7. If any dog or bitch shall, unprovoked, bite any person, on complaint at the City Court of the Stipendiary Magistrate, on oath, the owner or keeper shall destroy the dog or bitch, or remove him or her from the said city and keep him or her so removed.
8. No person shall wantonly or maliciously throw any stone, stick or any other hard sub- | stance at any dog or bitch, and lame or wound the dog or bitch.
9. Any person in posse sion of any dog or bitch, or who shall suffer such dog or bitch to remain about his house or premises, shal] be deemed the owner of such dog or bitch for all the purposes of this by-law.
10. No dog or bitch shall be permitted to run at large in the said City without the col- lar mentioned in the third section of this By- law, and any dog or bitch running at large contrary to this iiy-law may be torthwith des- troyed by the police.
11, All prosecutions under this By-law shall
be inthe name of the City of Charlottetown, and any person guilty of an infraction of any of the provisions thereof shall, upon convie- tion in the City Court of the Stipendiary Magistrate on the oath or aflirmation of any credible witness, forfeit and pay at the dis- cretion of the said Magistrate, a penalty not exceeding Ten Dollars for each offence, ex- clusive ot costs; and in default of payment thereof it shall and may be lawful for the said Magistrate to commit the offender or offenders to the commmon jai of the said city for any period not ex ten days, unless the said penalty and costs be sooner paid. 12. The By-law intituled ‘‘A Law relating to Dogs and for the purpose of taxing the same,” assented to on the fifteenth day of May, in the year of our Lord one thousand eight hundred and fifty-six; and all other By-laws coutrary to and inconsistent with this By Law are hereby repealed.
