At the Coming Scott Act Election in Charlottetown.

Tae Scott Act is now in force in Char lottetown and will remain so until the majority of electors decide otherwise. For the purpose of discontinuing the Act in Charlottetown a petition was presented to the Governor-General praying that the Act should be repealed so far as this city is concerned, The present election is there- fore held for the purpose of taking the votes of electors for and against this petition.
The voting will be by ballot, and the following is the form to be used, viz:

If the voter is in favor of repealing the Scott Act in Charlottetown he will place a X in the upper space alongside of the words, ‘For the Petition.” If in favor of continuing the Scott Act in Charlottetown the voter will place a _ in the lower space alongside of the words, ‘‘ Against the Petition.”
If the voter places on the ballot paper more than one mark his vote will not be counted.
This election is for the City of Char- lottetown only, and we understand that the residents of the Royalty have no votes. It is even doubtful whether non-residents, owning property or paying rent in the city, are entitled to vote. The better opinion seems to be that actual residence in Char- lottetown or Common is necessary to entitle a person (otherwise qualified) to vote.
