—Among the petitions presented, is one from Hons. Peter Mitchell, J. S. Carvell. W. W. Sullivan, and Messrs. Josiah Wood, M. P., L H, Davies, M. P., F. Brecken, M. P., A. C. McDonald, J.T. Jeokius, and J. H. Beatty, setting forth that discoveries in electrical science have been made whereby signals can be conveyed by electricity for long distances without the aid of wires, thus securing a great reduction in the cost of trans- mitting messages, that practical use of these discoveries should be made forth- with, and prayiog for an Act inocorpor- ating a company to test the availability of such improvement as a means of con- veying messages between Prince Edward Island and the Mainland. It is also stated that application for a patent has been made tothe Departmeut of Agri- culture by the discoverer of this alleged improvement io the electric scicuce.

The higher law which demands that the poor shall be fed and the afflicted not turned away, requires that provision should be made for the care of persous like Mrs. Fortescue. The Superintendent of the Hospital is himself a medical man; and surely he ought to be able, on his own responsibil- ity, to give admission, at least for a few days, to insave persons who may be found wandering about, homeless and {riendless. The Floods in Mississippi and Ar. kansas, Etc.

A despatch of the 6th inst. from Helena, Ark., says that the breaking of Fitzhugh levee, five miles ; below there, will pro- bably not affect Helena, but should the backwater threaten the place a culvert in the Midland railroad embankment will be closed, which will ensure safety. About one hundred thousand cnateelt toad will probably be overflowed by the, breaking of the Fiizhugh levee, This section was flood- ed last year and no crops of any con sequeuce were wade on it after the water subsided The owners of the land were generally in debt prior to that time.

News from all points in the section of Vicksburg, Miss., was unfavorable on the 7th. Back water almost en'irely surrounds the Delta levee in Louisiana, and work there will have to be suspended. The Ellis- lee protection levee, which gave way in a storm in the morning, broke out in three

places, and the gapes now are beyond control. This will cause serious damage to the lower portion of Issaguena parish, and will overflow many plantations. The river had risen one and one-half inches.

The steamer James Lee arrived at Mem- phis, on the 7th inst., from Friar’s Point, bringing 200 negroes from off the submerged farms. Her officers report that the country between Memphis and Helena, Ark., is under the water, except where strips of sve Hips remain. Austin, [Mass., is over- flowed, and water to the depth of several feet rushes to the town. A rapid rise in St. Francis river has caused great loss to lumbermen, as thousands of logs were swept away by the ewift current. Much sufforing exists among the inhabitants of sunken lands, and their isolated position makes it almost impossible to afford them relief.

We learn that our very much respected friend, Mr. Reid intends taking part in the Oddfellows celebration, to be held at Summer- side next month. The Summersiders will not only hear his rich bass voice, but will have an opportunity, which they seldom have, of having their pianos put in first class order. Joun Hay, aged 52 years, a native of Ber- wickshire, Scotland, who has been working jor his cousin Peter Hay, proprietor of the Galt Knife Works, Ottawa, committed suicide a few wighte ago, by deliberately tying a heavy irowweight to his neck oe jumping into a water fank containing about four feet of water. The deceased remained at the knife factory last night after all the other hands had left work. His cousm hearing of his absence from home, went to see what was de aying him and found him drowned in the tank.

Ow the 7th inst. the Halifax Herald corres- pondent at Ottawa called on Prof. E. Stone Wiggings, for the purpose of interrogating the weather prophet regarding his prognostication. The March storm, said the Professor, would not begin in the Eastern Hem’sphere till the 9th, and would not visit the continent till the llth. He stated that there would be high winds for the remainder of the week, while the cold would be wry s vere for this season of the year. Wiggi:s expressed regret at his being unable to take a tip to Halifax where he had intended to revelto the fall in the terrors of his pet hurricane on the )1th.

Conmercial papers has heen met some- what more promptly, but still the banks have all they can do in making advanees, A more hopeful feeling, however, pervades all finan- cial circles. It is generally bekeved that the worst has past, and there is a confident expectation that a few weeks nore will see a much easier feeling. Rates have not under- gone avy change.
