cil, we Shall find that instead of a surplus of $336.75 there is really a deticit of $8,. 086.35.
In the two years that are past, the debt of the city has mounted from $320,212.07 to $348,437.22, an addition of $28,225.13. If the gentlemen who are about to app2al for a new lease of power can show that the city has good value for thia amount it will be well with them. In view of the failure to fulfil the expectation as to a reduction of taxation, held out by the Mayor at the last election, the explamation ought to be particularly clear and cocvincing.
It is needless to say that we have little eympathy with those who denounce the Councillors because they expended a few dollars in the entertainment of themselves and others when the Governor General was here. Certainly the use of wines and liquors cannot be said to be consistent with the epirit of the Scott Act. But that may be excused—as in accord with the custom of the city— if only the Council- lors will show that the city has good value for thelarge amountofthe increased in- debtedness and expeni ture.

Ir is a mistake to suppoee that sewera;e will add materially to the rate of civie taxation, Sewerage. in this respect, may be compared with waterworks. Our waterworke do not add to the rate of taxation. The net revenue of the -water— works amounts to within a small fraction of the interest on the cost of construction aod we have aundance ct water for fire purposes into the bargain. In like manner the net revenue from sewerage will go to meet the interest on the cost of construc. tion. For every water closet, etc., that will be put in, a yearly fee will be paid by the holder; and there ueed bs no fear that these conveniencés will not beas numerous oralmostas numerous in

Colonel Waring’s estimate of the total cost of con- struction, with 10-per cent added to cover all contingencies it, in round numbers, $134,000. Suppose that the cost rund up to $150,000. Due interest on this amount, at 4 per cent, is $6,200—about fifiy cents per head of our p»pulation,—and who would not gladly pay this small sum for the sake of the household comforts und conveniences resulting from sewerage ? This would be the extent of the increased costeven supposing that the sewerage system will only pay working expenses,i ¢., cost of pumping, etc. But we bave reason for believing that it will pay, not only working expenser, but the intereatcon the cost as well. Besides a!) the various sums psid for the service of night carts - will be saved. It is therefure an error to suppose that sewerage will impose additional burdens upon ourtaxpay srs. It will, in the long rua, do nothing of the kind. But it will add materially to the attractiveness of the town aad to the value of property in the town.
