Without food, medicine and clothing they are dying like flies and unfortunately it isthe best element among the insurs gents that are suffering most severely. The Times, in ap editorial article, draws attention tothese difficulties facing the Washington Government and to the advis-~ abilitv that the peace conference be not unduly protracted.

The correspondent relates terrible stories of avarchy and says the American Govern- ment is apparently attempting to suppress the truth. As an instance, he gives the following story which he declares was suppressed by the censor at Key West:

A band of insurgents attacked recently the Providencia sugar factory, near Quines, one of the richest in Cuba. The guerilla force, which the proprietor maintained to defeod his property uatil the arrival of the Spanish troops, was obliged to enrrender because the Spanish troops are now doing nothing to suppress lawlessness.

The insurgents invaded the enclosures where they found a lot of reconcentrados. They stripped the women naked and plac- ing them in line fired from behind them at the guerillas, thus making it impossible for the defenders of the factory to return the fire,

The correspondent declares that the most terrible and irremediable effect of the peolonged civil wir in the island is the almost total destruction of the white popu - lation, which bas left Cuba almost as black as Hayti.
