‘*That this House is of opinion that the welfare of Canada requires the adoption of a National Policy, which, by a judicious re- adjustment of the tariff, will benetit and foster the Agricultural, the Mining, the Manufacturing and other interests of the Dominion ; that such a policy will retain in Canada thousands of our fellow-countrym en now obliged to expatriate themselves in search of the employment denied them at home ; will restore prosperity to our strug- gling industries, now so sadly depressed ; will prevent Canada from being made a sacrifice market; will encourage and de- velop an active inter-provincial trade, and moving (as it ought to do) in the direction of a reciprocity of tariffs with our neigh- bors, so far as the varied interests of Can- ada may demand, will greatly tend to pro- cure for this country, eventually, a reci-
procity of trade.”

* Perfect Free Trade would an- nihilate many valuable branches of industry, and necessarily cause the immediate substitution of direct taxes in lieu of Customs duties, to an extent that, in my opinion, would be unbearable.”

$41,000 MORE GONE!
Atrnovcn McKenzie, when in Opposi- tion, was loud in declaiming about the madness of letting a contract for Pacific Railway before surveys were made, when he got into power he determined to build a line to French River, which was not neces- sary as part of the Pacific Railway, and was not included in the original scheme ; and in such a hurry was he to let the con- tract to his friend ex-Senator Foster, that he refused to have surveys made before letting (Journals 1875, p. 220.) When the line, as let for contract, came to be examined, it was found impracticable, and had tu be abandoned !. (Sess. Pap. 57, 1877). McKenzie then cancelled the con- tract, gave Foster back the security he had deposited, and paid him $41,000 beside without proper authority! Here is whas Sandford Fleming, Chief Engineer, says on oath :—
*‘Are you aware that the Order in Coun cil requires that the payment should be made on the certificate of the Engineer, and do you hold yourself responsible for the payment of the $41,000/—No, I have not certified for the payment of the $41,000 !
‘You have not seen the vouchers, and have not certified the payments /—No !” (App. No. 2, Journals 1877).

THE PRICE OF FLOUR.
Our Grit contemporaries in town and country continue to cry ont that the Op- position policy will ‘‘raise the price of flour.” We cannot to often call their at- tention to Mr. McKenzies remarks on that very subject :—
Extract No. 1.
Said Mr. McKenzie to the electors ot Clinton—‘‘To the extent of that ‘duty’ (25 or 50 cents per barrel) which goes by Boston and New York, our millers might get the advantage and no more, and that if spread over the millers of this county would afford them, perhaps, one ninth of a cent per barrel on the flour made in Canada.”
Extract No. 2. And again, in Oct., 1875, he said :- -
“Some people in Parliament have held that it is possible to protect the farmer and raise the price of wheat by imposing a duty on foreign wheat, and they actually believe ‘If we impose a duty of five cents on wheat coming from the United States it will in- crease the price of our wheat also. There never was a greater fallacy to hold than that, because, if we produce more wheat than we consume, it would only prevent any United States wheat being carried throngh Canada or milled in Canada for tranporta- tion to the Ola World.”

Mr. McKenzie said at Halifax :—
‘‘Now, when your leaders come down here they declare, as Dr. Tupper did the other day, that a tax on flour would not raise the price one cent, and Dr. Tupper quotes me as an authority for that state- ment. Well, I do believe in it; I believe that no tax will affect the price of a com- modity of which we produce a surplus.”

Tue following is the concluding portion of an address to the Queen, recently passed upon a division of 14 to 9 in the Honse of Assembly of British Columbia :—
‘¢ To prevent, if possible, the repetition in future of the disasters of the past, your petitioners, with great regret, feel compell- ed, in defence of the interests of the Pro- vinee, to resort to the unavoidable alter- native forced upon them by the conduct of the present Dominion Government; and do, therefore, humbly pray that, in the event of the Dominion Government failing to carry into effect the settlement of 1874 on or before the Ist of May next, Your Majesty will be graciously pleased to order and direct that British Columbia shall thereafter have the right to exclusively col- lect her customs and excise duties, and to withdraw from Union, and shall also in any event be entitled to be compensated by the Dominion for losses sustained by reason of past delays and the failure of the Do- minion Government to carry out their rail- way and other obligations to the Province.
