Yet the King Government must go on. li that is not su emergency, what would be? It may again he true that if the present Premier had done something else when he got into power, this emergency would not have arisen. lBut he riid not do "something else)! lie did what he did do. And the emer- gency ls here. It must be met by Governor-Generafs warrants.

But as to the “fifty to a hundred million dollars... .lost to the treas- ury by smuggling," what aihout them’! Will they be spent to maintain the services oi the coun- try? Not exactly. They will be and are being and have been spent like all smugglers‘ gold. wNo one will benefit save the smugglers- and even in their cases the benefit is dubious.

Will they be spent in accordance with the estimates passed last ses- sion? Will they be subject to the criticism or the censure of the new Parliament? These are merely laughable questions. So lsr as the treasury is concerned, they are gone and gone forever.

Mr. Cohen's charges are much graver than Mr. King's. And there is this further difference- Mr. King and his colleagues could have and should have taken steps to prevent the "illegal looting” oi these millions from the treasury. The present Government has no

Governor-Genorafs warrants. It must get the money in precisely that way. or let the national serv- ices starve.
