Tenders for Steamship Lines.

| Posen wiil be received at the Finance De- partment, Ottawa, up to and including the Ist day of May next, from persons or companies, for the performance of the following steamship services, Viz.:—

ist. a line of mail steamers sailing from Halifax to Havana, thence to Kingston, thence to San- tiago de Cuba, thence to Canada; and (2nd) a line of mail steamers between Canada and Porto Rico and adjacent Islands. ‘Trips to be made by each line fortnightly. Steamers to be of a size sufticient to carry 2,000 tons of cargo and to be able to steam twelve knots an hour, averaging not less than eleven knots an hour. The con- tract in sither case to be for a period of five years. Tenders will be received for the above services either separately or together. Tenders to be marked on the outside “Tenders for Steam- ship Service to West Indies.’ The Government of Canada do not bind theniselves to accept any tender.

John Yeo and James Richard's, two members-elect, and the Lieutenant-Covernor’s notification of receipt of same; also an agree- ment between Mr. Perry and one Crossman, ferry-man at Grand River, by which, in con- sideration of $75 paid to said Crossm: un, Mr. Per- ry secured a controlling interest in that ferry. This, Mr. Peters contended, voided Mr. Perry’s seat, and left him free to contest the county in the Dominionelection. He argued these points at great length, quoting from a number of authorities in support of his con- tention, and made out as strong a case for Mr. Perry as it was possible tu do.

Mr. Hodgson replied at length to Mr. eters. He read Mr. Davies’ opinion as to the power of a member in Mr. Perry’s position to resign, and easily disposed of the first point raised by Mr. Peters. Touching the second, he read certificates from Mr. DeBlois, Pro. vincial Auditor, and Mr. J. W. Morrison, Secretary Public Works, both stating that Mr. Perry had no contract with the Govern- ment, He contended that a government con- tract meant such work as the construction of public bu‘ldings, or wharves, &c., while the appointment of a ferryman was in the nature of a lieense between the Government and the individual, and that neither Crossman nor any other ferryman had any power to assign such license. There was no evidence that Mr. Perry had any government contract, or that the Government had accepted him as a ferry- man at Grand River. Crossman having abso- lutely no power to assign jis license, Mr. Peters’ second contention, he cued, fell to the ground.

When the Sheriff's Court opened, as per adjournment, on Wednesday morning, the room was again filled. Sheriff Strong, the

Perry elected as the second representa- tive for Prince County in the House of Com- mons, he having received the second highest number of votes. In closing his address, the Sheriff thanked the audience for their ‘good order and attention, and also his legal adviser, with whom, he said, he differed in opinion on this important matter.

stones. Several policemen were injured in the affray. Finally Rev. Mr. Warlow in- tervened and prevented further violenee. Another disturbance occurred at New Ross. One hundred policemen went tothe work ~ house there and arrested refractory paupers, but at the sessions court charges of assault against the prisoners were withdrawn and they were allowed to return to the work house. A Nationalists band which cele- brated the result by parading through the streets came into collision with the police. In the fight that followed the musicians in- struments were broken and many of the men injured. a

Stanton and the President.

We quote the following anecdote from ‘‘Re- collections of Secretary Stanton,” by a clerk of the War Department, in the March Century :—

‘**When Mr. Stanley, of North Carolina, was appointed Military Governor of his State, the Secretary of War caused to be filled out one of the blank forms used for notifying military nominees of their appointment to oftice by the President, and when he had signed it and caused the seal of the Depart- ment of War to be attached to it, be concluded that it would be well to have the sign-menual of the President affixed tothe instrun ent. He sent the commission to the White House,

sign and return it immediately. Mr. Lincoln took the document and read it over carefully, and then began turning aud one it about, as though in search of something. At last he handed it to the bearer and said. ironically :

‘“** Did Mr. Stanton say where 1 was to put my signature ?

‘** No, sir,’ replied the astonished clerk. **Can you tell me,’ asked the President, ‘whereabouts on this paper Iam to put my

The clerk looked at the commission and saw the ample signature of Mr. Stanton imme- diately at the foot of the body of the instru- ment, with the counter-signature of the Adju- tant-General to the left. He saw also a neat, snug-looking white space beneath the si manual of the Secretary of War which Mi Lincoln might have occupied toadvantage had he seen fit, but the clerk was politic and re- plied :

‘““*T don't see any place provided for your signature, Mr. President,’ and was proceeding to explain how the omission obviously came about when the President interrupted him and said in a dignified tone :

‘** Take the paper back to the Secretary of War, with my compliments, and say that ‘the President will promptly sign any proper com- mission that may be sent to him for Governor Stanley or anybody else.’ ”
