Tue report of the Milisier of Railways, lately issued, gives the following as the general results of the operation of the P. E. Island Railway last year as compared with the previuus year:

Twelve and a half miles of track were relaid with new steel rails of fifty pounds 4 yard, replacing iron raila weighing forty pounds a yard. Three wooden bridges were replaced with steel ones. One first~ class passenger car, six box freigat cars, three stock cars, eight platform care, one snow plow and one flanger car were re- built in the railway shops.

It is officially stated that the railway aad rojling stock arein a ‘state of effici- ancy. Mr, Pottioger would not, we feel sure, have made this statement if he had been compelled, by stress of circumstans ces, torideir the second~class cars used on some portioes of the road.

They foot up, on a peace footing of course, only 160,000 regular soldiers, ecattered as follows: Mexico, 40,000; the United States, 30,006; and 90,000 in Brazil, the Argentine Republic, Chile, Paraguay, Peru, Venezuela, and

ECONOMY IN RE EDUCATION,

Sir,—I have perused with some interert a discussion in the Patriot and Examiner in regard to economy in our educational system. We area progressive people and do not be'ieve in faise economy. “There i is that which seattered and yet increaseth.”

While we should not dothat which would binder an ambitious child in attain- ing a finished education— while we should make it as easy as possible for the poor to educate their children, we should en- quire if is it possible for this Province to economize ir the expenditure for education without impairing the usefuloess of our educational system. When we consider thatthe expenditure for education is au- ually increasing,—when we consider that our Provincial debt is increasing at a tremendous rate, we are brougat to face the question of economy in every branch of the public serviee. I believe we can economize in regard to our expenditure for education without imparing the useful. ness of our educational system.

Our educational system needs a little reformation that better results may be obtained and less money expended. I will mention certain injustices that our educa- tional system at present creates and has created in the past. 1 know many teachers of the ‘third class doing more and better work than that done bv the majority of second-class teachers, Yet these success- ful third-clats teachers are paid but $130 for their good work, while second-class teachers are paid $225,—often for inferior work. Isthis just? I believe in honest pay for honest work performed. Why should the salary of a teacher be gauged in accordance with a piece of paper iu h's possession, be his work good:r bad? I believe the salaries of teachers should be gauged according to the exce)’e ice of their work. This would insp're teachers with-~- a desire to excel in their profession that they might be entitled to the highest salary. Let there be, say, three grades,

z: lst, 2nd and 3rd for our common schools. Let the teacher whose echoo! is classed in grade let rece.ve the highest pay—eay $225 ; the teacher whose school is classed in grade 2nd, receive the next highest salary—say $200,and the teacher whose school is classed in grade 3rd, re- ceive the lowest salary—say $150.

This change would in no wise impair the nsefniness of our educational system but on the contrary its tendency would be to raise the standard of education in our common schools as the diligent teacher would drawthe highest salary. Should the change here outlined be effected from $!0,000 to $15,000 would be annually
