Hon. Mr. Abbott's Explanation, General News —Personal.

Orrawa, June 18.

In the Senate yesterday Mr. Abbott made an explanation of the cabinet changes. In reply to Senator Scott, as to whether tae Governor General had asked Sir John Thompson to form a Cabinet, and if Thomp- son had declined, Hon. Mr, Abbott said that Sir John Thompson was asked by His Exceilency to advise in respect to the for- mation of a Cabinet, That was all that took place. He declined to say what the ministry might prefer or advise as to filling the portfoliv of Railways and Canals, Mr, Abbott received hearty congratulations trom both sides of the House

ln the House of Commons yesterday, Hon. C. H. Tupper intreduced the Load wine Act, which was read a first time.

Hon. Mr. Tupper stated that the bill relating tothe shipping of cattle will be introduced immediately.

Hon. Mr. Laurier cilled attention to the fact that when the new cabinet was an- nounced no intimation had been given as to the policy of the new government

Hon. Mr. Langevin said that such a s'atement might be expected shortly.

Hon. Mr. Foster said that the budget wil be introduced on Tuesday next.

Mr. Davies complained that the privi- leges and elections committees had not met this week, and protested against a postponement till Friday. He contended that the House occupied an undignified position through its leader being under grave charges. If the biame rested with the Government they should be censured, and if with the chairman, he should rise in bis place and explain.

Sir John Thompson strongly objected to Mr. Davies blaming the Government for the delay.

Mr. Davies interrupted with a denial of the statement that he blamed the Govern- ment.

Mr. Laurier demanded that his col- legue’s statement should be accepted.

Sir John Thompson, disc.ssing the point of order, explained that he was about tu add when interrupted, that, although he understood Mr. Davies to impute blame to the Government, he was bound t> accept his statement to the contrary. Prohibition Discussed.

Ata meeting of the Anglican Synod yes- terday a long and exciting debate took place on prohibition. Rey. Osborne Troop, rector of St. Martin’s, spoke strongly against prohibition. His remarks created # great deal of hostile feeling, but finally the prohibition view prevailed.

[n the Presbyterian Synod, Rev. Allan Simpson, of Halitox, created a sensation by opposing the adoption of the report favoring prohibition. He insisted that prohibition was not a live question, that no politican had taken it up anti that it had not tonched the heart and life of the church, A tremeadons uproar earned.
