Tax Decision Affects Seaman 1

O'1'rAWA (GP)-A decision at- footing seamen in many Canadian parts was handed down Wednes- day by the income tax appeal board.

The board dismissed the appeal of Robert Williams of Horseshoe Bay. 3.0.. a marine engineer of- floor.

Williams received 822! in 1952 for board and aocoinodatlon aboard his vessel but omitted the sum as part of his net income. The revenue department added the 8228. bringing Williams' tax- able income to H306.

Williams claimed that under the Canada shipping Act the owner of a ship is obliged to furnish the crew with provisions and accom- modatlon. that he had no choice but to accept them and that the 3223 should not be regarded as part of his earned income.

OTTAWA (CP)-George Nowlan (PC - Digby - Annapolis - Kings) is mad at the post office department”: special delivery branch.

He said in the Commons Thurs- day it cost him 320 in long dis- lance telephone calls to Montreal to find out there is something ”radicaliy wrong” in the system. The public could get better serv- ice by ordinary mail service than by special delivery.

Mr. Nowlan's troubles started May 27 when he posted passports from the Commons post office to a friend in Montreal by registered special delivery mall.

FRANTIC TELEPHONE CALL!

The friend. who was sailing for Britain June 2, still had not re- celved the passports the day of his scheduled departure.

After frantic telephone calls and the help of an investigator of the department, the letter was found the Notre-Dame-De-Grace post office. waiting to be picked up by Mr. Nowlan's friend.

Mr.4 Nowlan said he was told by the investigator that the letter could not be delivered that day. but that he could give special in- structions. .He said his friend, whom he did not identify. picked up the letter himself.

DISPUTE!) EXPLANATION

He disputed the explanation sup- plied by Postmaster-General Cote who said two calls were made without an answer to the doorbell. After the second attempt, a notice was left by the carrier, advising the addressee he should pick up the letter at a postal station.

Mr. Nowlan said he has been told there was someone at his friend's house at all times and that the postman never called or left a notice.

He said he realized Mr. Cole is not responsible. but the public who pays something extra for special delivery service should get it.
